<br />-6- <br /> <br />Planning File 1203 - HCMard lee request for division of lot at 2917 Rice <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated that the applicant proposes to divide his parcel into two single <br />family horre lots. 'Ihe existing horre fronts on Maple Lane and the nfM hone could be <br />constructed fronting also on Maple Lane. 'Ihe proposed property line divides the parcel <br />from north to south with one nfM lot being 1106 wide and the other being 90' wide, both <br />being 100' deep. '!he proposed line cones within 4' of the garage currently on the property. <br />'!his would create a lot of 9rOOO feet to be built on. <br /> <br />v. Johnson noted that no variance would be required if the lot split is approved as far <br />as the 4' distance from the lot line is concerned 0 <br /> <br />Fecormendation <br /> <br />Mr. Mastel roved and G. Nays: None. <br /> <br />M:istel left the neeting at 9:45 P.M. <br /> <br />Feview of CoIrprehensi ve Ieveloprrent Plan Update <br /> <br />'!he Conmission reviewed changes to the Cooprehensi ve Plan presented by Dahlgren Associates. <br />'!hese changes included additions or deletions with regard to mass transit, aviation, <br />subsidized housing, lCM and rrOOerate incorre housing and Rice Creek Watershed District <br />control, as outlined in a ITeIID fran Dahlgren Associates dated July 11, 19790 <br /> <br />'Ihe consensus of the ccmni ttee was that they agreed with the changes but would take no <br />formal action on the adoption of the plan until such tine as the M=tropoli tan Council had <br />formalized their changes, if any, to the Housing element of the Corrprehensi ve Plan. <br /> <br />Dahlgren Associates also presented a rrerrorandtim dated 11 July, 1979, concerning a <br />residential certification of canpliance program in the City of St. Louis Park. This <br />program is designed to ensure that houses that change CMnership or rental status conply <br />with certain safety and hazard ordinances, as outlined in the St. Louis Park City Code. <br />It has been proposed that ~ City of Roseville adopt such a plan in conjunction with the <br />Conprehensive Plan. It was noted that certain references are made to this in the Conr <br />prehensi ve Plan 0 It was the consensus of the Planning Conmission that the City staff <br />should look further into the possibility of devising such a code and certification pro- <br />gram, and that reference to this should remain in the plan. It was hoped that by the next <br />rreeting IT()re information could be gathered on the feasibility of this idea 0 <br /> <br />Mr. Rukavina asked if there was any policy concerning drainage and pooling in areas other <br />than Rice Creek. <br /> <br />Mr. Honchell said that the City looked basically at a sub basin rather than an individual <br />lot drainage system, and that all efforts were made to provide proper drainage. <br /> <br />V. Johnson asked if we could include a statenent regarding energy efficient housing. <br />
