<br />-3- <br /> <br />Other comments from neighbors present at the meeting indicated general <br />concurrence with the plan given the retention of the berming on the frontage <br />with 8-2, as well as the planting plan that was proposed with the concern for <br />the traffic at the site. <br /> <br />Mr. Rukavina indicated that in the past the City had required a developer to <br />provide an escrow account for the purpose of building traffic controls at a <br />given site. He indicated that this may possibly be a good idea for this case <br />and asked that the minutes of this meeting reflect his concern in this regard. <br /> <br />Mrs. Cushing also indicated her concern over the traffic and Mr. Dahlgren <br />commented in response that he believed that traffic should work at the site. <br /> <br />Mrs. Dressler asked whether the traffic would be worse with a motel and office <br />vs an office and office development. <br /> <br />It was indicated by the traffic engineer that his studies indicated the hotel <br />and office would be better than an office and office building in terms of <br />peak traffic hour conditions. <br /> <br />Mr. Rukavina again indicated that he felt the developer should playa <br />significant role in solving the traffic problems once the site has been <br />developed and it has seen what kinds of problems occur. <br /> <br />Recommendation <br /> <br />Mr. Rukavina moved and Mr. Simons seconded, that the Commission recommend <br />approval of the Evenson Properties request for approval of special use <br />permits,for approval of site plan in B-l-B, subdivision of land into two <br />parcels, planned unit development, variance to building height, variance to <br />off street parking size, variance to parking location, special use permit for <br />live entertainment with restaurant less than 400 feet from highway right-of-way, <br />variance to 100 foot setback of buildings to shoreline and 50 feet for parking <br />to shoreline, and conditional use permit for plan approval in shoreline develop- <br />ment area with the conditions that: <br /> <br />1. The City approve the final landscaping plan once the site has been <br />developed <br /> <br />2. That the City review and approve the lighting plan <br />3. That the City review and approve the final drainage plan for the site. <br />Roll Call, Ayes: Rukavina, Simons, Cushing. Dressler, George Johnson. <br />Nays: None. <br /> <br />Planning <br /> <br />File 1282 - St. Paul and Suburban Bus Company request to amend <br />the zoning ordinance by adding the storage and maintenance <br />of school and charter buses as a special use in the 1-2 <br />(general industrial) zoning district <br /> <br />Discussion <br /> <br />Mr. Dahlgren indicated that the applicant's company, owned by Mr. Donald Regan, <br />had in the past requested a special use permit for property occupied by the <br />
