-4-

Mr. Print operation on Long Lake Road for the purpose of allowing the storage
and maintenance of school buses at that location. This permit had been approved
for one year and the following year had again been approved for a one year
period. This time period had now expired and Mr. Regan had purchased a parcel
of land on Partridge Road with the intent of relocating the bus storage operation
to that site. Since this site is zoned 1-2 and no provision is made for the
storage and maintenance of school buses, he is requesting that this be added
to the zoning ordinance.

Discussion

Mr. John Sands, representing Mr. Regan, indicated his presence at the meeting
and made himself available for questions from the Commission. In response to
various questions from the Commission, Mr. Dahlgren indicated that the site
currently was unoccupied and bordered by various truck tenminal type operations
in the area. He explained to the Commission the general desire on the part of
the City to intensify the use of industrial land and also indicated his concern
over the visibility of this particular parcel from the freeway.

Mr. Rukavina indicated his opposition to the proposed ordinance change
explaining that he did not feel it was the obligation of the City to continue
similar uses in industrial property if not physically mentioned in the City
Code. It was his feeling, further, that if the City intended to go with more
intensive uses that this amendment could be a step in the wrong direction.

Mrs. Cushing indicated that she did not feel this was any particular problem
in this area and would not prove to be deleterious in any particular way to
the site.

Mr. Simons, referring to Mr. Dahlgren's Planning Report, inquired as to the
wording which indicated "customer sales and servicing for vehicles". Mr. Simons
asked whether the applicant intended to sell buses at this site and whether or
not this was, indeed, a second use.

Mr. Dahlgren indicated that the sale and service of buses could be a second
amendment, in fact, to the code.

Recommendation

Cushing moved and Simons seconded, that the Commission recommend approval of
the St. Paul and Suburban Bus Company's request to amend the zoning ordinance
by adding the storage and maintenance of school and charter buses as a special
use in the 1-2 (General Industrial) zoning district. Roll Call, Ayes: Simons,
Cushing, George Johnson. Nays: Rukavina, Dressler.

Cushing moved and Simons seconded, that the Commission recommend approval
of the St. Paul and Suburban Bus Company request to amend the zoning ordinance
by adding the sales and service of school and charter buses as a special use
in the 1-2 (General Industrial) zoning district.
