<br />-3- <br /> <br />Planning File 1297 - Union Carbide request for special use permit at <br />2455 North Cleveland Avenue <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated that the Planning Commission and Council had <br />recently reviewed and approved an amendment to the Light Industrial zoning <br />district by adding the special use at the request of the applicant, which <br />included the uses that the applicant was now proposing. He indicated that <br />the Council had added to the proposed ordinance the requirement that the <br />gases that were to be handled at the site would be specified in the request <br />for the special use permit. <br /> <br />Mr. Dahlgren further indicated that the applicant was planning to operate <br />a "filling station" at this site and that in extensive discussions with the <br />staff regarding the site location, the applicant had come up with a plan <br />which included an addition to the east side of the building, extensive re- <br />visions to the building located on the site itself, as well as the construction <br />of a new building at the west side of the site fronting on Long Lake Road. <br />Their plans also included and extensive landscaping effort which should sub- <br />stantially improve the aesthetic quality of the site. <br /> <br />Mr. Timothy Kuntz, attorney, representing and speaking for the applicant, <br />briefly presented the plans to the Commission. He also introduced Mr. Bill <br />Garrett and Mr. Mike Molini of Union Carbide and Mr. Brad Lindberg of Bonestroo <br />and Associates, who are prepared to answer questions. <br /> <br />Mr. Lindberg had several drawings of the plans for the site, and briefly explained <br />these to the Commission members. <br /> <br />Discussion <br /> <br />Mrs. Dressler indicated her concern for the emergency lime dumping pond that <br />was located on the site. <br /> <br />Mr. Garrett indicated that this would be for emergency purposes and explained <br />that as with their current operation in Duluth, they plan to sell one hundred <br />percent of the lime product and would only have a need for the emergency holding <br />pond area should one or more of their buyers of the lime decide to stop purchas- <br />ing. He indicated that at this time he felt there was more than enough interest <br />in purchasing the lime, and that should one or more of the purchasers at any <br />time stop buying from them, he felt he would easily be able to take up the slack <br />after a short period of time. <br /> <br />Mr. Simons indicated a concern for the plantings that were proposed on the site, <br />and asked if there were any specific species that had been decided on at this <br />time. <br /> <br />Mr. Dahlgren indicated that, as of this point, the architects had not gone into <br />a great deal of detail regarding the site until general approval was achieved. <br />He suggested that the Commission include as a condition the review of the plant- <br />ing plan by the City staff prior to construction of the site. <br />
