<br />-2- <br /> <br />Planning File 1325 - Harry Schroeder request for preliminary plat and special <br />use permit at 2500 North Ham1ine Avenue <br /> <br />Presentation <br /> <br />Mr. Dahlgren reviewed the application which had been continued from the last <br />regular meeting. He indicated the applicant had not submitted a final drainage <br />plan for the site. It is not known at this time what the Rice Creek Watershed <br />District will approve as a drainage plan. <br /> <br />Mr. Dahlgren commented that without knowing the drainage solution for the <br />property that it was difficult to know whether the site plan as proposed will <br />work. <br /> <br />Mr. Honche11 discussed potential drainage solutions for the property but did not <br />know which solution the Rice Creek Watershed District will approve. <br /> <br />Mr. Schroeder reviewed the plan, indicating that the proposed driveways for the <br />site are located so as to cause the least amount of headlight glare for persons <br />residing on the east side of Ham1ine. He stated the exterior materials for the <br />proposed buildings would be cedar shingles and brick. The trash would be <br />handled by placing it in a closet located at the front of the buildings. <br /> <br />Discussion <br /> <br />Mr. Moeller asked if any of the proposed buildings would have to be relocated <br />should ponding be required on the site. <br /> <br />Mr. Schroeder indicated they would not. He indicated the plan as submitted <br />seemed like the most logical answer for drainage and the location of the buildings <br />on the site was well established. <br /> <br />Mr. Dahlgren indicated that any final drainage solution mayor may not require <br />the relocation of the proposed buildings. <br /> <br />Mr. Bill Davenport, 2588 North Hamline, expressed his concern for the safety of <br />himself and his family. He stated the additional traffic coming out directly <br />across from his drivew~is a very dangerous situation. He felt the landscaping <br />plan should be reviewed carefully with particular concern for the size of the <br />plantings. <br /> <br />Mr. Schroeder indicated the property is zoned B-1 and he felt the exiting and <br />access for the property were well placed. Mr. Schroeder stated the proposal is <br />a minimum development for a site this size. <br /> <br />Mr. Dahlgren indicated the proposal for one story buildings is a low intensity <br />use for this B-1 property. <br /> <br />Mr. Matson indicated he could understand Mr. Davenportls concern about the traffic <br />on Hamline Avenue. However, he liked the proposed development for the site. <br /> <br />Mr. Dahlgren indicated he didnlt see any issues relating to the application other <br />than assuring that the drainage plan, grading plan and landscaping plans are <br />submitted and approved. He indicated the basic layout works well. <br />
