<br />Planning Commission Minutes <br />June 2, 1982 <br />-4- <br /> <br />Recommendation <br /> <br />Mr. Rukavina Moved and Mr. Mastel Seconded that the Commission recommend approval <br />of Pontillo's Pizzeria, Inc. request for special use permit at 1905 West Perimeter <br />Drive, with the following conditions: <br /> <br />1) That the parking lot light fixtures be shielded. <br /> <br />2) That the development be constructed in accordance with plans dated May 5, 1982. <br /> <br />Roll Call, Ayes: <br />Johnson. Nays: <br /> <br />Dressler, Moeller, Rukavina, Cushing, Mastel, Matson, and <br />None. <br /> <br />Planning File 1370 - David Ficek request for special use permit and preliminary <br />plat at 2430 County Road D. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated the applicant proposes to construct 33 townhouses on the <br />property which is presently zoned R-6 for townhouses. He commented the plans <br />submitted by the applicant show a 7' dedication for County Road D; and a 10' <br />dedication is required. The property is proposed to be platted for sale of the <br />individual townhouse units. <br /> <br />Mr. Dahlgren indicated Ramsey County is considering some drainage work on County <br />Road D, and it may require an easement on the northeastern portion of the <br />applicant's property. He suggested that if the development is recommended for <br />approval, a condition be attached providing for the drainage plan to be approved by <br />the City Engineering staff. <br /> <br />Discussion <br /> <br />~tt. Rukavina indicated he saw a potential problem if a resident in the development <br />had a party which caused parking on the 24' wide internal drive. This could make <br />it very difficult or impossible for fire trucks to have access to the property. <br />Mr. Rukavina also suggested the applicant work with the City to develop a system <br />of signing the addresses for the individual units. <br /> <br />Mrs. Dressler inquired if the proposed plantings died, whose responsibility it <br />would be to replace them. Mr. Bryce Bell, architect representing the applicant, <br />indicated there would be a one-year guarantee from the nursery, and after that, <br />it would be the townhouse association responsibility. Mr. Vedi, owner of the <br />home directly to the west of the proposed development on County Road D, asked <br />that the large trees on the west side of the property be preserved. He also <br />wanted to assure that utilities for the development do not pass through his <br />property. Mr. Bell indicated they would save whatever trees they could that <br />were located on the western side of their property. Mr. Vedi indicated he <br />supported the proposal. <br />
