Mr. Dahlgren briefly reviewed <br />the Council's policy of requiring sidewalks in front of developing parcels. He <br />noted that previous variances granted usually involved a physical reason why <br />sidewalks should not be built, such as an upcoming public improvement, or a <br />functioning ditch along the roadside. Mr. Drown indicated that because the strom <br />drainage is in in this area, the existing ditches on-site could be filled and <br />sidewalks constructed. Mrs. Dressler inquired if there would be any exterior <br />dog runs as a part of this facility. Dr. Sime stated these dog runs would be <br />inside, and that the area would be sound-proofed. Mr. Mastel inquired if there <br />was any outside trash storage provided. Mr. Morrison indicated that an inside <br />storage area would be provided near the rear door. <br /> <br />Recommendation <br /> <br />Mr. Rukavina Moved and Mr. Matson Seconded, that the Donald Sime request for <br />rezoning from B-4 to B-3, special use permit to operate a dog kennel, and <br />variance to sidewalk requirement at 2581 Cleveland be recommended for approval <br />by the City Council, with the following conditions: <br /> <br />1) That the construction be in accordance with the plans submitted dated <br />August 4, 1982. <br /> <br />2) That the applicant construct a sidewalk at such time as the City determines <br />such sidewalk is appropriate. <br /> <br />Planning File 1384 - School District No. 623 request for special use permit at <br />1910 County Road B. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated the School District proposes to construct a parking lot <br />on the south side of the Fairview Community Center. He indicated the planned <br />construction was a response to an existing parking problem at the Fairview <br />Community Center, which frequently resulted in the noon time parking of vehicles <br />along the sides of County Road B, and in a level grassy area north of the school. <br />Mr. Dahlgren noted that access to the proposed parking lot would be achieved by <br />the construction of a driveway along the east side of the structure. Drainage <br />would be directed to an existing catch basin northwesterly of the planned parking <br />area between the buildings. He also noted that the planned location was nearest <br />to the senior citizen's principal entrance point to the building. <br /> <br />Discussion <br /> <br />Mr. Paul Borg, Assistant Superintendent of Schools, indicated the principal purpose <br />of the parking lot would be to relieve an existing parking problem which occurs <br />along County Road B and in the school grass areas, particularly during noon time <br />senior citizen dining activities. Mr. Matson noted there was a parking problem <br />in the area. He questioned whether parking would be restricted to senior citizen <br />use only, or if it would function as a general parking facility. Mr. Borg indicated <br />that the lot would function for general use. Due to the proximity to the senior <br />citizen areas, he felt it would be likely the lot would receive heavy senior use. <br />
