<br />Planning Commission Minutes <br />Wednesday, August 4, 1982 <br />-4- <br /> <br />Mr. Matson questioned whether 95 parking spaces would be enough to relieve the <br />parking problem. Mr. Borg stated that they did a car count over a two-week <br />period, and that 95 spaces should be sufficient. Mr. Rukavina questioned if <br />the lot would be restricted to prohibit night access, as the area south of the <br />school presently has problems with late night activities. Mr. Borg indicated <br />that limiting access could be done in some way, but he noted that the access <br />to this area is already easily achieved via the cul-de-sac to the south. Mr. <br />Rukavina suggested that an additional access point might intensify the problems, <br />and would like to see a gate. He further questioned if any lighting systems <br />were planned for the parking lot. Mr. Borg noted that there are existing vandal <br />lights on this portion of the building. Several members of the audience expressed <br />concern over the intensification of current late night activities south of the <br />building, concern for the maintenance of the proposed facility, and questioned <br />if adequate investigation, including soil samples, had been done to see if the <br />parking lot would be feasible near the existing parking lot north of the building. <br />Mr. Borg indicated that while no soil samples had been taken, performance of the <br />existing parking lot indicated that the area soil was not stable. He also noted <br />that adding onto the additional parking lot would be difficult, in that the <br />existing lot is built right on the property line, while the new lot would have <br />to be built with a 15' setback. Members of the audience questioned if other <br />alternatives, such as activity rescheduling, had been investigated to alleviate <br />the parking problem. Mr. Borg stated that all other organizations have regular <br />hours, and that no other events other than the senior citizen dining are <br />scheduled for the noon time problem. <br /> <br />Recommendation <br /> <br />Mr. Mastel Moved and Mrs. Dressler Seconded, that the School District No. 623 <br />request for a special use permit be continued to the September I, 1982, Planning <br />Commission meeting, to allow the applicant additional time to investigate other <br />possible alternatives. Roll Call, Ayes: Cushing, Dressler, Mastel, Matson, Moeller, <br />Rukavina, and Johnson. Nays: None. <br /> <br />Planning File 1385 - St. Paul and Suburban Bus Company request for special use <br />permit and variance at 2975 Partridge Road. <br /> <br />Presentation <br /> <br />Mr. Drown indicated the applicant had contacted the City, advised that he would not <br />be able to make the Planning Commission meeting, and requested the matter be <br />continued to the next Planning Commission meeting. <br /> <br />Recommendation <br /> <br />Mr. Mastel Moved and Mr. Rukavina Seconded, a motion to continue the public hearing <br />to the September 1, 1982, meeting of the Planning Commission. Roll Call, Ayes: <br />Cushing, Dressler, Mastel, Matson, Moeller, Rukavina, and Johnson. Nays: None. <br />
