<br />Planning Commission Minutes <br />September 1, 1982 <br />-2- <br /> <br />Mr. Borg updated the Commission on concerns expressed by the residents <br />at the last Planning Commission meeting. <br /> <br />1) The older buildings located by the tennis courts belong to the City <br />of Roseville, and they will be repaired or removed. <br /> <br />2) The unlocked gate and fence on Prior Avenue has been chained and locked. <br /> <br />3) It is difficult for the School District to control vehicular access to <br />the Fairview playgrounds from Skillman because the School District does <br />not own the property that is on the north portion of the cul-de-sac. <br /> <br />4) A gate would be placed at the entrance to the proposed parking lot, and <br />could be locked by 7:00 p.m. during the summer months, and 10:00 p.m. <br />during the school year when adult classes are in session. <br /> <br />Discussion <br /> <br />Mr. Rukavina suggested that vehicular access from Skillman, and coming off from <br />Fairview could be restricted by digging three, one-foot trenches along the east <br />side of the School District property. <br /> <br />Mr. Warren Smith, 1860 Shryer, requested that Mr. Borg withdraw his application <br />for special use permit until the neighbors ln the area have a chance to make a <br />presentation to the School Board. <br /> <br />Mr. Borg indicated he was representing the School Board regarding this application, <br />and was not able to withdraw it. <br /> <br />Mr. John Alfeldt, 1895 Shryer, stated that between 10:30 a.m. and 2:00 p.m., for <br />four consecutive days, 25 to 30% of the parking spaces in the existing lot were <br />vacant. He suggested that, therefore, additional parking was not required. He <br />stated he was opposed to the proposed location south of the gym, and if additional <br />parking was needed, it could be built adjacent to the existing lot on the north <br />side of the building. <br /> <br />Karen Reichenbach, 707 County Road B-2, commented she has a child in the early <br />childhood education program at Fairview, and there is a very real need for <br />additional parking for those involved in the program. She suggested that <br />extending the parking lot on the north side of the building would be the most <br />convenient location. <br /> <br />Mr. Norman Vinnes, Director of Ramsey County Public Library, which has an office <br />in Fairview Center, indicated parking is a severe problem, and that he supported <br />the School District proposal for the new parking lot. <br />
