<br />Planning Commission Minutes <br />September 1, 1982 <br />-4- <br /> <br />Planning File 1388 - Pet Connection, Incorporated request for special use permit <br />at 1740 Lexington. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated the applicant proposes to open a pet store in the <br />Lexington Plaza Shopping Center. Mr. Dahlgren commented the county right-of-way <br />plan calls for an additional 16.5 feet for Lexington Avenue. City policy would <br />normally require that additional dedication when a special use permit is approved. <br /> <br />Mr. Doug Sinclair, representing Paster Enterprises; owner of the shopping center, <br />expressed concern about the requirement for the 16.5 foot dedication. He stated <br />the dedication would have a dramatic effect on the parking in the center, and <br />that the availability of spaces is already short. He stated that Paster Enterprises <br />has not made a decision as to whether or not they would be willing to dedicate the <br />property. <br /> <br />Mr. Knutson, who would operate the proposed pet store, indicated there would be a <br />good mix of animals, and he would have probably no more than three or four dogs. <br /> <br />Discussion <br /> <br />Mr. Matson asked how odors are dept from being a problem. Mr. Knutson responded <br />that by keeping the facility clean, keeping the litter in sealed containers, and <br />frequent pick-up eliminates almost all odors. <br /> <br />Mr. Johnson asked what the future plans were for Lexington Avenue. ~IT. Drown <br />indicated there is probably not a need for additional right-of-way for increasing <br />the street width in this location, nor is there a need for right-of-way for a <br />pathway. However, additional right-of-way could be used for utilities. <br /> <br />Mr. Matson commented he didn't know how the City could expect a 16.5 foot <br />dedication in this one little spot. Mrs. Cushing agreed with Mr. Matson, <br />but stated it would be difficult to ignore the City policy regarding the <br />dedication. She suggested that maybe the City could continue to let the <br />applicant park on the right-of-way. <br /> <br />Mr. Rukavina suggested the Commission let the City Council deal with the <br />dedication, based on their policy. <br /> <br />Mrs. Dressler asked if there could be an easement for utilities, rather than <br />a dedication of the property. Mr. Dahlgren indicated this could be a possibility. <br /> <br />Recommendation <br /> <br />Rukavina Moved, Cushing Seconded, that the Commission recommend approval of <br />Pet Connection, Inc.'s request for special use permit at 1740 Lexington Avenue, <br />with the condition the dedication of right-of-way occur as required by City <br />policy; and further, that the applicant meet with the City Planner to develop <br />a plan for the dedication, that would meet the needs of the City and the <br />
