<br />-3- <br /> <br />Mr. Regan indicated the parking area for the six vehicles in front of <br />the small building lS already in existence, and he did not feel he <br />should be required to curb that area, or to construct an underground <br />pipe to the bottom of the ditch. <br /> <br />Mr. Moeller asked if the parking area for the six vehicles were curbed, <br />could the water drain to the ditch without the construction of a catch <br />basin and underground pipe. <br /> <br />Mr. Drown indicated that if the decision was made to require the curb, <br />the underground piping should also be required. If the catch basin <br />and underground piping are not required, he recommended the curb not <br />be constructed. <br /> <br />Mr. Dahlgren indicated the ordinance requires the new parking lot for <br />the six spaces to be curbed. <br /> <br />Mr. Rukavina indicated it appears the existing special use permit for the <br />truck terminal on the property is still valid, and that no further action <br />is necessary on that request. <br /> <br />Mr. Matson indicated the site should work well for Mr. Regan's proposed use. <br /> <br />Recommendation <br /> <br />Rukavina Moved and Dressler Seconded that the Commission recommend approval <br />of Donald Regan's (St. Paul and Suburban Bus Company) request for special <br />use permit for the storage and maintenance of buses at 1743 County Road C, <br />with the following conditions: <br /> <br />1) That all improvements outlined in the application are accomplished in <br />accordance with the statements and site plan dated September 8, 1982. <br /> <br />2) That new concrete curb and gutter be installed in accordance with <br />ordinance requirements, where parking areas are expanded. <br /> <br />3) That parking areas be set back from the public right-of-way in accordance <br />with current ordinance requirements. <br /> <br />4) That the final landscaping plan be approved by the City Planner. <br /> <br />5) That the applicant meet with the City staff to develop a suggested <br />drainage plan to serve the parking area for the six parking spaces <br />prior to the Council plIDlic hearing. <br /> <br />Roll Call, Ayes: Rukavina, Mastel, Matson, Moeller, Dressler, and Johnson. <br />Nays: None. <br />
