<br />Planning Commissia1 Minutes <br />February 9, 1983 <br />-4- <br /> <br />Mr. Dahlgren suggested the property owner meet <br />residents to review the proposed development. <br />they would be happy to do so. <br /> <br />with the Hamline House <br />Mr. Daubne indicated <br /> <br />Recommendation <br /> <br />Matson Moved, Cushing Seconded, that the Commission recommend approval of <br />Thomas Willmus request for special use permit and division of lot at 2807 <br />Hamline, with the following conditions: <br /> <br />1) That 10' of additional right-of-way be dedicated for Hamline Avenue. <br /> <br />2) That sidewalk be constructed adjacent to Centennial Drive and- Hamline <br />Avenue. <br /> <br />3) That the development be constructed in accordance with site plans as <br />per sheets 1, 2, and 5, dated January 5, 1983, and as per landscape <br />plan dated January 3, 1983. <br /> <br />4) That the lot division be in accordance with sheet 2 of drawings dated <br />January 5, 1983. <br /> <br />Roll Call, Ayes: M.atson, Dressler, Moeller, Cushing, and Johnson. Nays: None. <br /> <br />Planning File 1416 - Leonard Vanasse request for special use permit at 1711 <br />County Road B. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated the Minneapolis Business College proposes to locate <br />in the new office building on the northeast corner of Herschel Drive and County <br />Road B. The special use permit is required for a private college in the B-1 <br />zoning district. <br /> <br />Mr. Dahlgren expressed concern whether or not sufficient parking would be <br />available on site to meet the college' s needs. He indicated the college <br />proposes to lease 8,000 sq. ft., which would mean 40 of the parking lot <br />spaces would be available for their use. Mr. Dahlgren indicated it was <br />difficult to determine exactly what the parking requirements would be for the <br />college. <br /> <br />Mr. Jim Zilman, Pr<::!sident of Minneapolis Business College, commented they did <br />not want a parking problem either. He stated they presently own 11 schools <br />across the country, and all are located in downtown areas, except St. Louis. <br />At the St. Louis location, 158 parking spaces are provided for 578 students. <br />In addition, there is not very good bus service at the St. Louis location. The <br />St. Louis school organizes car pooling for the students. Mr. Zilman indicated <br />that 95% of the college's students are recent high school graduates, and mostly <br />female. <br />
