<br />PLANNING COMMISSION MINUTES <br />MAY 4, 1983 <br />-4- <br /> <br />PLANNING FILE 1427 - Group W Cable request for special use permit at 934 Woodhill <br />Dri ve. <br /> <br />PRESENTATION <br /> <br />Mr. Dahlgren explained that the Roseville School District 623 had closed Lake <br />Owasso School and had decided to maintain title to the property and building <br />for possible future use for school purposes. They have been seeking tenants for <br />the building. <br /> <br />Group W Cable, the franchise holder for the North Suburban Cable System (which <br />includes Roseville), has entered into an agreement with the School District to <br />lease the land and building for their Roseville offices and studios for a l5-year <br />period with a 10-year option to renew. The lease is subject to the issuance of <br />a special use permit as this is a "moderate impact" quasi-public use in a school <br />district-owned building in an R-l zoned area. <br /> <br />Group W Cable proposes to use the building for office space, television studios, <br />and temporary storage. They propose to store cable and equipment in approximately <br />15,000 square feet of space during the first 3-5 years of tenancy. <br /> <br />Group W also proposes to continue to offer the free use of the playgrounds for <br />recreational purposes on the part of the City through a $1 per year lease <br />arrangement. In view of this proposal, it would appear to be both undesirable <br />and unnecessary, for the purposes of both Group Wand the City, to divide the <br />land between the building site and the recreational area. <br /> <br />Mr. Dahlgren indicated it is the City's policy to require additional dedication <br />for public roadways, if needed, at the time of the issuance of a special use <br />permit. The policy with Ramsey County calls for an additional 10 feet of <br />right-of-way for Victoria Avenue. In addition, a l5-foot right-of-way for pathway <br />purposes is needed on the southerly portion of the land along County Road C and <br />the railroad right-of-way. <br /> <br />DISCUSSION <br /> <br />Several Commissioners expressed concern with the type of screening to be used in <br />conjunction with the proposed screening on the site. They felt the fencing plan <br />should be reviewed by City staff. <br /> <br />Ms. Berry expressed concern about the traffic load on Woodhill related to the <br />proposed use, especially the l8-wheel vehicles. Mr. Drown indicated the roadway <br />has been designed to handle the traffic loads expected with the proposed use. <br />Mr. Dahlgren indicated it appears the intensity of use, in terms of vehicular <br />traffic, may be less than the normal school-related traffic, which formerly occurred. <br />
