<br />Planning Commission Meeting Minutes <br />September 7, 1983 <br />-3- <br /> <br />RECOMMENDATION <br /> <br />Matson Moved and Berry Seconded that the Planning Commission recommend <br />approval of the division of lot as proposed in the survey dated April <br />6, 1983. Roll Call, Ayes: Moeller, Matson, Wiski, Berry, Dressler, <br />Johnson, and Rukavina. Nays: None. <br /> <br />PLANNING FILE 1446 - Presbyterian Homes of Minnesota, Inc. request for rezoning <br />and special use permit at 1910 County Road D. <br /> <br />PRESENTATION <br /> <br />Mr. Dahlgren indicated when the original park plan for the City of Roseville <br />was done in 1960, 11 acres of the Lake Johnanna Middle School site was included <br />in the park system. When the School Board announced the potential sale of the <br />school site, the City again indicated its long-term interest in a portion of the <br />site for park purposes. When Presbyterian Homes was successful in obtaining an <br />option on the property, the City made it clear that it desired to purchase 11 <br />acres of the land for park purposes. presbyterian Homes submitted an application <br />to rezone the entire property and confine park development for the City to <br />less than 2 acres. The City Council did not refer this request to the Planning <br />Commission. presbyterian Homes, Inc. now proposes to rezone from R-l to R-3 the <br />northerly 11. 79 acres. The remainder of the land is indicated as a "passive <br />recreation area" to be owned and controlled by Presbyterian Homes. <br /> <br />Mr. Dahlgren also indicated that it has been his experience in the past that if <br />a city desires to retain an area for open space use, the only sure way to do so <br />is to purchase it. Many neighbors, it appears, prefer a "passive" park to an <br />"active" park. An appropriate plan could be evolved combining the assets of <br />passive and active uses of the land. The neighbors are also concerned about <br />access. Access to the park could be considerably enhanced in the future by <br />providing street access from the west through land that is not now developed. <br /> <br />Mr. Dahlgren indicated the key questions seem to be: If Presbyterian Homes <br />proposes to retain title to most of the proposed park area, how can the future <br />open space use of this land be guaranteed? To what extent will the City (the <br />general public) be allowed to use the proposed space, and under what conditions? <br />What portion of the land can be dedicated to the City and/or purchased to <br />guarantee the retention of adequate recreational facilities in the area. <br />
