<br />Planning Commission Meeting <br />November 2, 1983 <br />-3- <br /> <br />Matson indicated he was in favor of both the park and Presbyterian Homes' <br />proposed facility. He was also in favor of a buffer between Presbyterian <br />Homes' facility and the active park. Matson also indicated he felt the <br />expansion of the park to the west was a good idea. He was in favor of the <br />compromise proposal of Presbyterian Homes. <br /> <br />Moeller indicated he was in favor of the planned school conversion by <br />presbyterian Homes, but felt the restrictions proposed by presbyterian <br />Homes to be placed on the City were too limiting. <br /> <br />Wiski indicated he would also like to see both the park and Presbyterian <br />Homes' facility on the site. He indicated access and parking are both <br />crucial to both uses. There should be a compromise between acquiring the <br />entire 12 acres for a park and allowing the entire area to be developed. <br />The six acre park area proposed by Presbyterian Homes is not sufficient <br />for a workable park. <br /> <br />Berry indicated she felt there would be more traffic generation by Presbyterian <br />Homes than by a park. <br /> <br />Johnson explained the history of the preservation of the Langton Lake area. <br />The active use on the school land was a critical part of the Langton Park <br />plan, and was critical to the approval of a recent LAWCON grant. <br /> <br />Dressler felt the City should purchase the entire 11.65 acres for park use. <br /> <br />Rukavina indicated he felt the Commission meeting was not the forum in <br />which to work out the details of restrictive covenants. Rukavina indicated <br />he did not want to support action which was not in compliance with the <br />Comprehensive Plan. He preferred the option of rezoning the land at a <br />point 10 feet north of the existing tennis courts, and approving the special <br />use permit for the conversion of the school structure and its attendant parking <br />area, with the condition there be an appropriate easement along the southerly <br />line of Presbyterian Homes' property for vehicular access to the north-central <br />area of the proposed park. <br /> <br />Recommendation <br /> <br />Dressler moved and Johnson seconded that the Planning Commission recommend <br />denial of Presbyterian Homes' request for rezoning and special use permit <br />at 1910 County Road D. Roll Call, Ayes: Berry, Moeller, Wiski, Dressler, <br />and Johnson. Nays: Matson and Rukavina. <br />
