<br />Planning Commission Minutes <br />-4- <br /> <br />Mr. Dahlgren explained that in accordance with City policy, where <br />occurs on a commercially-zoned property, sidewalks are required. <br />must provide sidewalks on Rice Street and South Owasso Boulevard. <br /> <br />new construction <br />The applicant <br /> <br />Mr. Dahlgren also indicated that it appears interior curbing defining parking <br />and access areas does not exist. The Commission may wish to consider requiring <br />such curbing to be installed at this time. <br /> <br />The representative of the applicant indicated the applicant is willing to conform <br />to the sidewalk and curbing provisions. <br /> <br />Recommendation <br /> <br />Moeller Moved and Berry Seconded that the Planning Commission recommend approval <br />of Hoffman Corner Oil's request for variance to side yard setback, including the <br />variance to bring the pump islands into conformance, at 3011 Rice, with the <br />following conditions: <br /> <br />1) That the sidewalk provisions be met. <br /> <br />2) That the curbing on parking and access areas be brought up to Code. <br /> <br />3) That the construction be accomplished in accordance with the plan dated 7/27/83. <br /> <br />Roll Call, Ayes: Dressler, Berry, Matson, Moeller, and Rukavina. Nays: None. <br /> <br />Planning File 1476 - Dean Westerlund request for variances to parking setbacks <br />at 2201 Lexington. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated the variances relating to this site were approved <br />about a year ago. The plan was approved with a 10-foot setback on the <br />north property line, and with a protrusion in the parking layout toward <br />Lexington Avenue within seven feet to provide for the cars parked on the <br />east side of the lot to back out. A variance to the sign setback was also <br />approved. The applicant discovered several months ago that their original <br />survey was incorrect with respect to several large trees. Two trees on <br />the north side of the property can be saved if the building is moved 5 feet <br />further south. To accomplish this, and still maintain the required parking <br />ratio, the parking lot must move 5 feet closer to Sandhurst Drive, making <br />the setback 10 feet, rather than the required l5 feet. There is another <br />tree in the southeast corner of the site which can be saved by eliminating <br />two parking spaces on the east side of the lot and replacing them with 3 spaces <br />facing toward Lexington. The setback here would remain at seven feet, as <br />previously approved, but would now be occupied by 3 parking spaces, rather <br />than a back-around area. <br /> <br />Mr. Dahlgren also indicated a sidewalk is required along Sandhurst. <br /> <br />Discussion <br /> <br />Matson asked Mr. Dahlgren whether 3 cars parked on the east would make the <br />
