Planning Commission Minutes
February 1, 1984
-2-

DISCUSSION

Mr. Rukavina asked how the deadend street problem was going to be solved.

Mr. Klecker indicated that, hopefully, the deadend would be a temporary
situation.

Mr. Moeller inquired how the northerly-most townhouse lined up with existing
homes along County Road C.

Mr. Klecker indicated the townhouse was about 15 feet closer to County Road
C than the existing homes.

Mrs. Dressler requested further comment regarding the Fire Department concerns
on the cul-de-sac and the required water service.

Mr. Dougherty, Fire Chief, indicated the Uniform Fire Code requires deadend
roads to provide for the turning around of Fire Department apparatus. He
commented the proposal includes a 6" deadend water main into the townhouse
complex. The development requires an 8" line. In addition, if the 8" line
is not looped into another water main, the sprinkling of the units would be
required.

Mr. Kehr indicated they propose to construct an 8" deadend main.

Mr. Klecker commented the applicant would put in a temporary turnaround, using
a gravel base with sod over the top. Mr. Dougherty stated that would not be
acceptable because the gravel base would not be sufficient to hold the weight
of the fire trucks. Mr. Klecker felt there could be enough base to support
the load of the trucks.

Mr. Dougherty indicated either the 8" main would need to be looped into another
water main, or the buildings would need to be sprinklered.

Mr. Honchell, Public Works Director, commented the Roseville five-year capital
improvement program does contain a proposed water main running through the
park south of Mr. Kehr's property, into which an 8" main could be looped.

Mr. Rukavina asked the status of the petition by the property owners affected
by the extension of the driveway to Dale Street.

Mr. Kehr indicated that of the three owners, Mr. John Salverda had signed
indicating his approval and Mr. Borgstrom has indicated he does not oppose
the idea, but did not want to sign the petition.

Ed Salverda indicated, that as one of the three property owners, he had not
signed the petition; he did not want to go against his neighbors.
