<br />Planning Commission Minutes <br />March 7, 1984 <br />-2- <br /> <br />Mr. Kehr indicated he has submitted a letter to the City indicating he will <br />provide an easement on his roadway. <br /> <br />Mr. Pope indicated the only neighbor opposed to the development is the resident <br />of 690 County Road C. <br /> <br />Dressler indicated Ms. Helen Buss has also indicated her opposition by letter. <br /> <br />Wiski indicated the project is a creative use for a fragment of land. He <br />expressed concern about the variance to density requirements. He felt a <br />townhouse development should require a townhouse zoning. <br /> <br />Matson asked Mr. Dahlgren to comment on the variances requested. <br /> <br />Mr. Dahlgren indicated he looks at the quality of the total proposal, rather <br />than at its adherence to specific rules. <br /> <br />Dressler indicated she is concerned that more neighbors are opposed to the <br />project than the Commission is aware. <br /> <br />Recommendation <br /> <br />Matson Moved and Moeller Seconded that the Planning Commission recommend <br />approval of Al Kehr's request for rezoning from R-l to R-2, preliminary <br />plat, special use permit for planned unit development, and variance to <br />density limits at 674 County Road C, with the following conditions: <br /> <br />1) That the turnaround for fire vehicles be approved by the Fire <br />Department. <br /> <br />2) That the easement for use of the roadway by the affected area <br />landowners be granted by Mr. Kehr. <br /> <br />3) That the water supply is approved as meeting firefighting requirements. <br /> <br />4) That 10 feet of right-of-way be dedicated on County Road C. <br /> <br />5) That all grading and engineering proposals be reviewed and approved by <br />the Engineering staff. <br /> <br />6) That final landscape plans be reviewed by staff. <br /> <br />7) That the final Homeowners Association documents be reviewed and approved <br />by the City. <br /> <br />8) That the easement documents related to the affected area landowners be <br />reviewed and approved by the City. <br />
