Planning Commission Meeting
-3-

Matson asked whether the office is used for internal use or for sales.

Mr. Young indicated the office is used for internal use and that the
expansion will not result in the addition of more employees.

Recommendation

Matson moved and Berry seconded that the Planning Commission recommend
approval of Cy-Con, Inc.'s request for variances to floor area ratio,
parking setback, and parking requirements at 3075 Long Lake Road.
Roll Call, Ayes: Wiski, Matson, Moeller, Berry, Dressler, Johnson, and
Vern Johnson. Nays: None.

Planning File 1483 - The Housing Alliance request for rezoning, special
use permit, and variances at 500 County Road B.

Presentation

Mr. Dahlgren indicated the Housing Alliance request had been continued
to allow further study of nine areas of concern expressed by the Planning
Commission.

Mr. Elness, of the Housing Alliance, addressed the n1ne areas of concern.

1) Park dedication. The westerly 300 feet of the site will be dedicated
for public park as a condition of the approval of the special use permit.

2) Massing of the building. The elevations for the building have been
confirmed with a transit. The opponents of the project have compared
the impact of the proposed building with the impact of the Roseville
Professional building. The comparison is unfair because of the
difference in design and because of the proposed building is built in
a low area which mitigates the impact of the height of the building.

3) Landscaping. Additional plantings will be added on the south side of
the building to provide improved screening.

4) The cooling tower for the HVAC will be on the west side of the building.
There will be no mechanical equipment on the east or south side of the
building.

5) A comparable facility (7500 York) provides 81% parking. The Housing
Alliance proposes 93% parking. There is space for additional parking
if it is needed. The responsibility to provide sufficient parking
will be written into the owner's association bylaws.

6) Garden plots, an outside seating area, and a walkway will be provided
as outdoor activities.
