<br />Planning Commission Meeting <br />-3- <br /> <br />Matson asked whether the office is used for internal use or for sales. <br /> <br />Mr. Young indicated the office is used for internal use and that the <br />expansion will not result in the addition of more employees. <br /> <br />Recommendation <br /> <br />Matson moved and Berry seconded that the Planning Commission recommend <br />approval of Cy-Con, Inc.'s request for variances to floor area ratio, <br />parking setback, and parking requirements at 3075 Long Lake Road. <br />Roll Call, Ayes: Wiski, Matson, Moeller, Berry, Dressler, Johnson, and <br />Vern Johnson. Nays: None. <br /> <br />Planning File 1483 - The Housing Alliance request for rezoning, special <br />use permit, and variances at 500 County Road B. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated the Housing Alliance request had been continued <br />to allow further study of nine areas of concern expressed by the Planning <br />Commission. <br /> <br />Mr. Elness, of the Housing Alliance, addressed the n1ne areas of concern. <br /> <br />1) Park dedication. The westerly 300 feet of the site will be dedicated <br />for public park as a condition of the approval of the special use permit. <br /> <br />2) Massing of the building. The elevations for the building have been <br />confirmed with a transit. The opponents of the project have compared <br />the impact of the proposed building with the impact of the Roseville <br />Professional building. The comparison is unfair because of the <br />difference in design and because of the proposed building is built in <br />a low area which mitigates the impact of the height of the building. <br /> <br />3) Landscaping. Additional plantings will be added on the south side of <br />the building to provide improved screening. <br /> <br />4) The cooling tower for the HVAC will be on the west side of the building. <br />There will be no mechanical equipment on the east or south side of the <br />building. <br /> <br />5) A comparable facility (7500 York) provides 81% parking. The Housing <br />Alliance proposes 93% parking. There is space for additional parking <br />if it is needed. The responsibility to provide sufficient parking <br />will be written into the owner's association bylaws. <br /> <br />6) Garden plots, an outside seating area, and a walkway will be provided <br />as outdoor activities. <br />
