<br />Planning Commission Meeting <br />-4- <br /> <br />Mr. Elness indicated he will work with Mr. Zechbauer, who lives closest <br />to the entrance, to provide screening of the entrance. The Housing <br />Alliance is prepared to alter the entrance to the west if they cannot <br />come to a screening agreement with Mr. Zechbauer, although a western <br />entrance would be more expensive because of poor soils. <br /> <br />7) Soil Borings <br /> <br />The soil boring analysis shows that the soil quality decreases from east <br />to west. The problems with peat are two-fold: <br /> <br />1) Necessity and expense of using pilings. <br />2) Settlement around the building over time. <br /> <br />8) Alternate Site Plan <br /> <br />Mr. Dahlgren had proposed an alternate site plan which moves the tallest <br />portion of the building from the south part of the site to the north <br />portion of the site. Mr. Elness explained the problems and disadvantages <br />of this alternative. <br /> <br />I) The alternate proposal would require an additional $560,000 for piling <br />and $50,00C for site preparation, compared to the Housing Alliance <br />proposal. <br /> <br />2) The active uses (parking and access) would be oriented toward the neighbors. <br /> <br />9) Concerns of the City's Engineering staff outlined in memo dated 2-27-84. <br /> <br />All concerns listed in the above memo have been dealt with. <br /> <br />10) Service Rates <br /> <br />The service rates will vary from approximately $480 to $850, depending <br />on the size of the unit. <br /> <br />Discussion <br /> <br />Mr. Smith, of the Housing Alliance, indicated the $560,000 piling cost reflects <br />the piling of the entire building. Housing Alliance's engineers have recommended <br />if the building is moved to the north so that the major portion of the building <br />requires pilings, the entire building should be piled. <br /> <br />Mr. Wiski asked for the total development budget figure for the project. <br /> <br />Mr. Smith indicated the only figures he has are 130 units multiplied by the <br />$80,000/unit average selling price. <br />
