<br />Roseville Planning Commission Meeting <br />-3- <br /> <br />Matson indicated that at the peak time of the restaurant (6:00 p.m. - 7:00 p.m.), <br />the Snelling Avenue peak has not decreased very much. He also indicated that at <br />the p.m. peak on Snelling, many cars are turning right from County Road C, and <br />would reduce the gaps created by the stop light at County Road C. <br /> <br />Mr. Wolsfeld indicated the 20 second gap took the right turns into account. <br /> <br />Matson asked how many cars per hour the restaurant would have during its peak <br />hour. <br /> <br />Mr. Wolsfeld indicated the peak hour number of cars lS 193, including both in <br />and out trips. <br /> <br />Wiski asked whether the County Road C interchange improvement is programmed. <br /> <br />Drown indicated it is programmed, but it is unfunded. <br /> <br />In response to resident questions, Mr. Wolsfeld explained the traffic count <br />on the frontage road was taken on April 16, l7, 19, and 20 for 24 hours each <br />day. Several residents indicated one lane of Snelling was closed during <br />the week of the traffic count. The traffic count on Snelling was from a <br />1982 MNjDOT study. <br /> <br />Mr. Wolsfeld also indicated the applicant proposes a realignment of the <br />frontage road to solve the grade and drainage problem on the road, to provide <br />more area for snow storage, and to provide improved alignment to Snelling Avenue. <br /> <br />Mr. Wolsfeld indicated there is a significant amount of available capacity <br />at the intersection, which can handle future increased traffic. <br /> <br />In response to a question from a resident, Mr. Wolsfeld indicated acceleration <br />and deceleration lanes on Snelling would improve the traffic situation. <br /> <br />Matson indicated the proposed use is a good one; but without a better answer <br />to the traffic problem, the proposed use will increase the problem. Matson <br />suggested more input is needed from ~m/DOT on further solutions. <br /> <br />Johnson indicated she does not feel a high volume restaurant fits with the <br />neighborhood, <br /> <br />Moeller indicated he is uncomfortable with the traffic study, especially with <br />the questions raised about the timing of the study. <br /> <br />Berry indicated she is sympathetic to the concerns of the neighborhood. <br /> <br />Wiski indicated the consultant's report is persuasive regarding the compatibility <br />of the proposed use with the neighborhood, and with peak hour traffic levels, compared <br />to a different use which could come in without a rezoning. He indicated the <br />question is whether the proposed traffic solution can work. <br />
