<br />Roseville Planning Commission Meeting <br />-4- <br /> <br />Dahlgren indicated the applicant has solved the drainage, grade, and <br />alignment problems of the intersection. Dahlgren explained the <br />landowner has the right to build a smaller restaurant use on the site, <br />since most of the site is already zoned correctly. <br /> <br />Johnson Moved and Berry Seconded that the Planning Commission <br />recommend denial of Discus, Inc. 's request for rezoning at 2561 <br />Snelling, and also recommend a rezoning to B-1 in the future. <br />Roll Call, Ayes: Berry, Johnson, and Matson. Nays: Moeller, <br />Dressler, and Wiski. <br /> <br />After the motion failed because of a tie vote, there was further discussion <br />regarding the Commission's recommendation. <br /> <br />Wiski asked what the Commission's options were. <br /> <br />Dahlgren indicated the options were: <br /> <br />1) Approve the rezoning. <br /> <br />2) Deny the rezoning and in the future look to rezone the entire <br />property to B-l. <br /> <br />3) Deny the rezoning and rezone the R-l land to B-1. <br /> <br />Dahlgren indicated if the R-l land is rezoned to B-1, it may be possible to <br />use the land as parking for a B-2 use. <br /> <br />Wiski indicated a rezoning of the entire parcel to B-1 would cause a reduction <br />in value of the parcel. <br /> <br />Wiski also indicated if the rezoning is not approved, the City would be giving <br />up a sure thing for an unknown. <br /> <br />Dressler indicated that if the Commission denies the request, the City loses <br />control of the use of the parcel and also loses the road improvement. <br /> <br />Recommendation <br /> <br />Dressler Moved and Moeller Seconded that the Planning Commission recommend <br />approval of Discus of Roseville's request for rezoning at 256l Snelling. <br />The motion recognizes the offer of the landowner to build the realigned <br />frontage road and to build the project as proposed. Roll Call, Ayes: Berry, <br />Moeller, Dressler, and Wiski. Nays: Johnson and Matson. <br />
