<br />Roseville Planning Commission Meeting <br />-5- <br /> <br />Planning File 1488 - William Jones' request for rezoning, special use permit <br />for PUD, and preliminary plat at 2551 Lexington. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated Mr. Jones proposes to rezone the 2.21 acre parcel of <br />land at 2551 Lexington from R-I to R-2 to allow him to build at the R-2 density <br />of 5,500 square feet per unit. He further proposes a planned unit development <br />which would allow him to build four four-unit structures. <br /> <br />The parcel is contiguous to the 60-foot right-of-way for Rose Place on the north. <br />This street has not been constructed. A mobile home court is located to the <br />north of the Rose Place right-of-way. The underlying zoning of the mobile home <br />court is B-3. Sometime in the future, the mobile home court will change to <br />commercial use. <br /> <br />Dahlgren suggested that since the parcel in question lies between single-family <br />residential uses and a future commercial use, an R-2 development would be a <br />good use on the parcel. <br /> <br />Dahlgren explained that the PUD ordinance includes a process for a conceptual <br />approval of a PUD prior to a decision on the specific site plan and preliminary <br />plat. He suggested the drawings submitted were more suited to a conceptual <br />approval than to a final PUD approval. <br /> <br />Discussion <br /> <br />Dressler asked why the land needs to be rezoned if the applicant is asking for a <br />PUD, similar to Dr. Peterson's development near Gluek Lane. Dahlgren indicated <br />the applicant wants to develop the land at a density of 5,500 square feet per <br />unit (R-2), rather than at II,OOO sq. ft. per unit (R-I). <br /> <br />Several residents, including Mr. Mertesdorf, the owner of the mobile home <br />court, indicated they were opposed to the construction of Rose Place through to <br />Dunlap. <br /> <br />Matson asked why the road needs to go through to Dunlap. <br /> <br />Drown indicated that it would improve Police and Fire access to the area. <br /> <br />Dahlgren indicated Rose Place would serve as the completion of the street <br />system in the area. It would connect the ends of two cul-de-sacs to the west. <br /> <br />It would also be valuable if the mobile home court changes to a commercial use. <br /> <br />Wiski asked whether Rose Place would be a through street. <br />
