<br />Roseville Planning Commission <br />-6- <br /> <br />Dahlgren indicated it would not be a through street. <br /> <br />Dahlgren indicated as an alternative to building Rose Place as a public street <br />or to Mr. Jones building a private drive on his property, the City could allow <br />Mr. Jones to build a private drive on the southerly half of the Rose Place <br />right-of-way, with the condition that at such time as Rose Place is built <br />as a public street, Mr. Jones would support the project and pay his share <br />of the assessments. <br /> <br />Drown indicated the City has given a landowner permission to build a private <br />drive on a public easement in the past. <br /> <br />Moeller asked how the Fire Marshal feels about Rose Place being built. Moeller <br />indicated a private drive would create another long cul-de-sac. <br /> <br />Drown indicated the Fire Marshal would like to see Rose Place go through. <br /> <br />Wi ski indicated the Commission often wrestles with the question of long-term <br />versus short-term solutions. He suggested the building of Rose Place may be <br />an opportunity to solve some problems. <br /> <br />Moeller asked whether the Commission will get another look at the PUD, in <br />addition to the concept review. <br /> <br />Dahlgren indicated the applicant would have to come back to the Commission for <br />final approval. <br /> <br />Dressler asked whether Jones would have to put money in escrow to pay for the <br />construction of Rose Place in the future if the City allows him to construct <br />a private drive on Rose Place right-of-way. <br /> <br />Drown indicated an agreement would have to be worked out regarding Mr. Jones' <br />willingness to support and pay his share of the future public roadway. <br /> <br />Recommendation <br /> <br />Matson Moved and Dressler Seconded, that the Planning Commission recommend <br />approval of William Jones' request for rezoning and approval of the PUD <br />concept, with the City allowing Mr. Jones to build a private road on the <br />south 30 feet of the Rose Place right-of-way; with the condition that an <br />agreement be worked out regarding Mr. Jones' willingness to support and <br />pay his share of the future public roadway. Roll Call, Ayes: Berry, <br />Moeller, Dressler, Johnson, Matson, and Wiski. Nays: None. <br />
