<br />Roseville Planning Commission <br />-8- <br /> <br />I) That the drainage plan be approved by City staff. <br /> <br />2) That trash storage be handled inside the building. <br /> <br />3) That an agreement be worked out regarding the City's acquisition of <br />right-of-way for the rerouted frontage road. <br /> <br />4) That the landscape plan be approved by City staff. <br /> <br />5) That the exterior building treatment be on all four sides of the building <br />as proposed. <br /> <br />Roll Call, Ayes: Berry, Moeller, Dressler, Johnson, Matson, and Wiski. <br />Nays: None. <br /> <br />Planning File 1436 - Study of Housing Alternatives in the R-l zonlng district. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated the Commission had directed staff to prepare potential <br />accessory housing regulations which would allow for the development of a <br />second housing unit in an existing single-family home using procedures similar <br />to those related to the existing minor variance process. <br /> <br />Mr. Dahlgren indicated the Commission should now consider whether to send the <br />proposed regulations to the Council for its approval. <br /> <br />Discussion <br /> <br />Moeller suggested the addition of language prohibiting the placement of <br />additional parking in the required front yard. <br /> <br />Berry asked for clarification regarding the language which prohibits external <br />additions to accommodate an accessory housing unit. <br /> <br />Dahlgren indicated that a homeowner may construct an addition to the home, <br />then ask for an accessory housing unit. <br /> <br />Matson suggested that a need has not been shown for an alternative accessory <br />housing unit process. He also expressed concern that the proposed process <br />is not very restrictive and could cause problems. <br /> <br />Dressler indicated she was uncomfortable with the 100-foot distance for notice <br />of affected property owners. She thought the distance should be greater. <br /> <br />Wiski indicated the proposed process is a reasonably simple procedure which <br />could save the Commission and homeowners a lot of paperwork and red tape. <br />
