<br />Planning Commission Minutes <br />-10- <br /> <br />Planning File 1503 - Saga Enterprises, Inc. request for special use permit for <br />site plan approval, division of lot, and variance at <br />2760 Snelling Frontage Road East. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated Saga Enterprises proposes to construct a Stuart Anderson <br />Cattle Company restaurant on the site. The lot division is needed to divide the <br />restaurant site from the remaining property to the south. The site plan approval <br />is required because the land is zoned B-lB. The applicant proposes to construct <br />a drive at the southerly edge of the site, the centerline of which will be on the <br />property line. This drive will be shared by the property to the south. A variance <br />is needed because the drive extends into the required 5-foot setback. <br /> <br />Discussion <br /> <br />Moeller asked where HVAC equipment would be located. <br /> <br />Robert Jessen, Saga architect, indicated HVAC equipment would be on the roof, <br />screened by a parapet. <br /> <br />DeBenedet asked whether there will be an easement providing for the shared drive. <br /> <br />Bob Kueppers, of Fine Architects, current owners of the property, indicated there <br />will be a joint easement for the drive. He also indicated there will be an easement <br />provided for the extension of sewer service through the Saga property to the <br />property to the south. <br /> <br />Drown suggested evidence of the existence of easement documents should be <br />obtained prior to final approval. <br /> <br />Recommendation <br /> <br />Matson moved and Berry seconded that the Planning Commission recommend approval <br />of Saga Enterprises, Inc. request for special use permit for site plan approval, <br />division of lot, and 5-foot variance to driveway setback at 2760 Snelling <br />Frontage Road East, with the following conditions: <br /> <br />1) That a grading plan be submitted for approval by staff. <br />2) That final utilities and engineering be approved by staff. <br />3) That the applicant provide evidence of the driveway and sewer easements. <br />4) That the project be developed in accordance with plans dated 5/4/84. <br />
