<br />Planning Commission Minutes <br />-2- <br /> <br />wiski asked whether the applicant is aware of the Planner's proposed conditions <br />to the approval. <br /> <br />Dahlgren indicated the applicant is aware of the conditions, and agrees to them. <br /> <br />DeBenedet asked whether all pavements are subj ect to City approval. <br /> <br />Drown indicated the City doesn't set specifications for parking surfaces. <br /> <br />Wiski indicated a principle that has developed is that the property owner to the <br />north shall not have to pay for public street costs until the future development <br />of the property. He felt that building a private drive, then building a public <br />street seemed to be spending money unwisely. Wiski indicated he hoped the staff <br />and Council could work something out, possibly abating the assessments for a <br />public street for the owner to the north. <br /> <br />Wiski asked whether staff was comfortable with the level of detail provided for <br />this PUD. <br /> <br />Drown indicated the plans are somewhat deficient in utilities and drainage <br />details, but the details will not be difficult to work out at the staff level. <br /> <br />Recommendation <br /> <br />Matson moved and Moeller seconded that the Planning Commission approve William <br />Jones' request for rezoning from R-l to R-2 and special use permit for PUD at <br />2551 Lexington with the following conditions: <br /> <br />1) The Planned Unit Development shall be constructed in accordance with plans <br />dated 5/30/84. <br /> <br />2) Dedication of cul-de-sac as indicated on plans by deed prior to issuance of <br />permits. <br /> <br />3) Applicant agrees to construct a temporary driveway at his own expense within <br />the public right-of-way as indicated on the plan. <br /> <br />4) Applicant shall receive no compensation for construction of such driveway. <br /> <br />5) Applicant shall share in the cost of any future street construction within <br />the public right-of-way in accordance with normal City assessment policy, <br />without compensation for construction of a private driveway. <br /> <br />6) Engineering detail for utilities and grading shall be subject to engineering <br />staff approval. The water supply shall be provided by a public water line <br />extension to Dunlap Street. The applicant must petition for the water improvement. <br /> <br />7) Final landscape plans shall be subject to staff review with installation to be <br />complete prior to occupancy permit. <br />
