<br />Planning Commission Minutes <br /> <br />-4- <br /> <br />Mr. Dahlgren indicated the 24 unit density is based only on the amount of <br />dry land. <br /> <br />Mr. Goff indicated the development was laid out assuming the vacation of <br />right-of-way on Rose Place. <br /> <br />Matson asked how the drainage would be handled. <br /> <br />Goff indicated everything would drain to the pond to the west. <br /> <br />Drown indicated this is where the land drains today, and the drainage <br />plan is a commonly accepted one. <br /> <br />Matson asked whether the land could be re-planned as a park. <br /> <br />Dahlgren indicated it is not in the park plan, it probably would never be. <br /> <br />Drown indicated staff proposes that approval be conditioned on the wet <br />portion of the site being made a drainage easement to give the City more <br />control. <br /> <br />Matson indicated he is aware the neighbors do not want their privacy <br />disturbed. He sees the project as a good one. It provides a buffer <br />from the future development of the trailer park. <br /> <br />Berry indicated the site is zoned R-2 and will be developed according to <br />that density at some point. <br /> <br />Wiski indicated it appears to be a question of degree - 24 units, 15 units, <br />etc. Wiski indicated he felt the development is a good use of the land. <br />Wiski also suggested the project's effect on the water quality of the <br />pond should be evaluated. <br /> <br />Recommendation <br /> <br />Matson moved and DeBenedet seconded that the Planning Commission recommend <br />approval of Goff Construction's request for special use permit for P.U.D., <br />preliminary plat, and vacation of right-of-way at 1230 Rose Place with <br />the following conditions: <br /> <br />1) Reservation of utility easements for Rose Place right-of-way. <br /> <br />2) Dedication of ponding easement as determined by the Engineering staff. <br /> <br />3) Construction of the cul-de-sac at the owner's expense by public <br />improvement or privately. <br /> <br />4) Subject to final review of engineering details by Engineering Staff. <br /> <br />5) Subject to final review of the landscaping plan and modifications <br />to end elevations of the structures by the City Staff. <br /> <br />6) That solutions to the pond water quality problem be evaluated. <br />
