<br />Planning Commission Minutes <br /> <br />-5- <br /> <br />7) That the project be developed in accordance with plans dated <br />6/6/84. <br /> <br />Roll Call, Ayes: <br />Berry, and Wiski. <br /> <br />Dressler, DeBenedet, Johnson, Matson, Moeller, <br />Nays: none. <br /> <br />Planning File 1512 - Doreen Priem request for variance to parking <br />setback at 1739 Rice. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated the applicant proposes to add a drive-up <br />window to the existing Dairy Queen restaurant. This change requires <br />the site to be in conformance with City Code. Since the site was <br />planned before current setback ordinances were in effect, it would <br />be impossible to make the site work if all setbacks were met. There- <br />fore the applicant is requesting a variance to parking setback. <br /> <br />Mr. Dahlgren suggested that the variance be valid only while the <br />current use is on the site. <br /> <br />Discussion <br /> <br />Matson asked Mr. Priem if he would be willing to build a fence to screen <br />headlights from the house to the west. <br /> <br />Mr. Priem responded that he would consider building a fence. <br /> <br />Johnson suggested the application should be continued to enable <br />traffic problems involving multiple access points and the south McCarrons <br />Boulevard intersection to be solved. <br /> <br />Moeller suggested that staff could work with the owner to solve the traffic <br />problems. <br /> <br />Recommendation <br /> <br />OeBenedet moved and Matson seconded that the Planning Commission recommend <br />approval of Doreen Priem's request for variance to parking setback at 1739 <br />Rice with the following conditions: <br /> <br />I) That the variance be limited to the period of time that the existing <br />structure remains in operation. <br /> <br />2) That the expanded driveway and parking areas be bordered with poured- <br />in-place concrete curb. <br /> <br />3) That the south 15 feet of the property remain without impediments to <br />traffic. <br /> <br />4) That the development be constructed lTI accordance with the site plan <br />dated 5/14/84. <br /> <br />5) That fencing be constructed to screen vehicle headlights from the <br />house to the west. <br />
