<br />Planning Commission Minutes <br /> <br />-3- <br /> <br />3. The existing garage will be non-conforming once the plat is recorded. <br />The garage should either be moved to a conforming location or be removed. <br /> <br />Discussion <br /> <br />DeBenedet indicated the corner lot is 3,000 square feet below the minimum <br />lot size. He also indicated the plan is deficient in information needed for <br />a preliminary plat, such as topography and utilities. <br /> <br />Dahlgren indicated the engineering staff is comfortable the utilities <br />question can be resolved. <br /> <br />Wiski asked how far the sewer line is away from the subject property. <br /> <br />Drown indicated a 5-10 foot easement would be needed. <br /> <br />Mrs. Grayden indicated she would either move or remove the garage, but would <br />like a reasonable time period. <br /> <br />Drown suggested the garage be brought into conformance before the recording <br />of the final plat. <br /> <br />Several neighbors expressed concerns related to traffic congestion due to <br />renters in the existing house parking in the street. <br /> <br />Dressler indicated the City on-street parking ordinance can be used to solve <br />that problem. <br /> <br />Debenedet indicated he opposes the application for two reasons: <br /> <br />1. He is concerned that the application did not include the information <br />required for a preliminary plat. <br /> <br />2. The corner lot is substantially below minimum lot size requirements. <br /> <br />Wiski indicated he was also concerned about the lack of information and felt <br />the parcel should be divided into 2 lots rather than 3 lots. <br /> <br />Moeller indicated if only 2 lots were created they would greatly exceed lot <br />size standards. The subject area is not an area where large lots will be <br />marketable because of the proximity to Highway 36. <br /> <br />Recommendation <br /> <br />Dressler moved and Berry seconded that the Planning Commission recommend <br />approval of Juanita Grayden's request for preliminary plat at 2254 Western <br />with the following conditions: <br /> <br />1. That 10 feet of right-of-way be dedicated along Capitol View. <br /> <br />2. That approval be subject to staff review of topography and utilities. <br />
