Dressler indicated she felt the access drive should be moved to <br />the middle of the parcel. Miller indicated he felt the drive would have mmlmum <br />impact, especially with the proposed fence and landscaping. He also felt the <br />difference in height between the proposed buildings and the neighboring houses was <br />similar to a one-story house being built beside a two-story house. <br /> <br />Recommendation <br /> <br />DeBenedet moved and Berry seconded that the Planning Commission recommend approval <br />of C.R. Hakworthy's request for rezoning from R-l to R-2, preliminary plat, and <br />variance to sideyard setback at 171 Center Street, with the following conditions: <br /> <br />1. That joint driveway easements be recorded. <br /> <br />2. That the emergency access be approved by the Fire Marshal. <br /> <br />3. That the project be developed according to plans dated 9/25/84. <br /> <br />Roll Call, Ayes: Moeller, Matson, Berry, DeBenedet, Johnson and Wiski. Nays: <br />Dressler. <br /> <br />Planning File 1543 - Belair Builders request for amendment to the Comprehensive <br />plan, rezoning, vacation of right-of-way, and variance at <br />1912 Lexington. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated the applicant proposes to develop a 21,000 square foot <br />supermarket on the site. The proposal requires an amendment to the Comprehensive <br />plan to allow general business uses on the site. The proposal also requires a <br />rezoning from R-1 to B-2,cand from B-1 to B-2 to allow the supermarket use on the <br />entire site. The applicant is also requesting that the City vacate roadway <br />easements at the rear of the site. ~ir. Dahlgren indicated that some provisions for <br />easements to bring a street up from the south to allow the development of the rear <br />of the lots fronting on Oxford had been made in the past. ~iro Lynch, architect for <br />Belair Builders indicated the R-l parcel is landlocked. He also indicated the <br />roadway easements are not uniform, some being 20 feet wide, some being 30 feet <br />wide. Mr. Kath, the owner of the property, explained that he has had several offers <br />for several types of uses for the property. He feels the supermarket use is most <br />compatible with the neighborhood. <br /> <br />Moeller asked whether rooftop HVAC equipment would be screened. Mr. Lynch indicated <br />it would be screened. <br /> <br />DeBenedet asked whether the exterior material would be brick. Mr. Lynch indicated <br />they had planned to use textured block on all four sides of the building, but that <br />they could use brick. <br /> <br />Wi ski asked whether the trash area could be roofed. Mr. Lynch indicated that was <br />possible to do. <br /> <br />The neighbors expressed five major concerns. <br /> <br />1) The supermarket would greatly increase traffic on Roselawn. <br />2) A rezoning of the entire corner to general business would allow other <br />uses besides the supermarket in the future. <br />
