<br />Planning Commission MinL ~s <br />Page 5 <br /> <br />3) The increased traffic would result in an upgrading of Roselawn to a <br />major through street. <br />4) The size of the proposed supermarket is much too large for the area. <br />5) The rezoning would eliminate the buffer area now zoned B-1. <br /> <br />Mr. Honchell indicated the County has plans to upgrade Roselawn, but that the <br />street will probably retain its residential character. Moeller indicated that <br />only one-third of the land needs to be rezoned to allow the store on the site. <br />Johnson indicated that she felt the scale of the development was too large for <br />this area. Dressler indicated she felt there was not sufficient justification <br />to change the comprehensive plan. DeBenedet indicated the R-1 parcel will never <br />be used for residential, and that he would prefer one unified development on the <br />site, as opposed to three separate developments. Berry indicated that two-thirds <br />of the land is already properly zoned, so that she was inclined to support the <br />application. Matson indicated the proposal presents a dilemma because of the <br />neighborhood concerns. He indicated the corner is already a commercial corner, <br />and that the B-2 and B-3 parcels could already support a commercial development. <br />He indicated that Knowlan's has a history on Lexington and that there were no <br />problems with the store on County Road Bo He suggested the next proposal may be <br />less desirable than Knowlan's proposal. Moeller indicated he is not comfortable <br />with the scale of the project, but he supports the efficient land use of the <br />proposal. Wiski indicated he would like to see the fragments of the properties <br />be developed, but is concerned with retaining the B-1 transition zone. He also <br />wants to protect the possible street through the deep lots to the south. He is <br />also concerned with the scale of the project. <br /> <br />Recommendation <br /> <br />Berry moved, and Moeller seconded that the Planning Commission recommend approval <br />of an amendment to the comprehensive plan from limited business and residential <br />to general business at 1912 Lexington. <br /> <br />Roll Call, Ayes: Moeller, Matson, Berry, DeBenedet. Nays: Dressler, Johnson <br />and Wiski. <br /> <br />Matson moved, and DeBenedet seconded that the Planning Commission recommend approval <br />of Belair Builders request for rezoning from R-1 to B-2 and from B-1 to B-2 at <br />1912 Lexington. <br /> <br />Roll Call, Ayes: Moeller, Matson, Berry, DeBenedet. Nays: Dressler, Johnson <br />and Wiski. <br /> <br />Matson moved, and Berry seconded that the Planning Commission recommend approval <br />of Belair Builders request for vacation of roadway easements and 6.5 foot variance <br />to parking setback at 1912 Lexington, with the following conditions: <br /> <br />1) That a solid brick wall be constructed to screen trash area, and that the <br />trash enclosure be roofed. <br />2) That the exterior building materials be brick on all four sides. <br />3) That appropriate landscaping be provided and that landscaping be reviewed <br />by City staff and the neighbors. <br />4) That the project be developed according to plans dated 9/4/84. <br /> <br />Roll Call, Ayes: Moeller, Matson, Berry, DeBenedet and Wiski.
