<br />-7- <br /> <br />Planning ~.. 1572 - Fine Associates request for preliminary plat and special use <br />permit for Planned Unit Developmant and off-sale liquor <br />store at 2730 Snelling Avenue Frontage Road East. <br /> <br />Presentation <br /> <br />Nr. Dahlgren indicated Fine Associates is selling the property for use as an .l>1G1 off- <br />sale liquor store and a Luther's Barbeque Restaurant. The ~1G1 building will contain <br />10,000 square feet, of which 9,000 will be the off-sale liquor store, and 1,000 <br />square feet available as a separate retail outlet or office. The Luther's <br />Restaurant is proposed to be 5,600 sCjUare feet. <br /> <br />Bob Kueppers, representing Fine Associates, reviewed the preliminary plat and utility <br />service. <br /> <br />John Skoglund, owner of the proposed Luther's, indicated it will be a family <br />restaurant providing a good meal at a good price. The exterior will be rough sawed <br />cedar. The restaurant will be open from approximately ll:OO a.m. to ll:OO p.m. The <br />parapet of the building will screen the mechanical units located on the roof. All <br />garbage will be stored within the building. <br /> <br />l1r. Skoglund stated the signs advertising Luther's would meet all City Code <br />requirements. The pits used for barbequing will have emission control devices. Hr. <br />Skoglund was not sure how much smoke would be visible from the chirmeys connected to <br />the pit, but stated it would be minimal. He commented this \~uld be the first <br />lilther's Restaurant in the Twin Cities. <br /> <br />D\vight Chestnut, representing HGN Liquors, stated the exterior material would be <br />painted block. All trash would be stored in the building, and mechanical units on <br />the roof would be screened by the parapet. <br /> <br />Discussion <br /> <br />In response to a question, Mr. Chestnut indicated the other three stores owned by Ron <br />Gjerstad all have painted block. He wasn't sure why they had started that n~thod, <br />but felt it was preferable to the treated block method. <br /> <br />Hrs. Dressler asked if HGH Liquors was going to have huge signs in the windows. She <br />felt they distract from the appearance of the store. <br /> <br />Ron Gjerstad, ~~ Liquors, indicated a liquor store cannot advertise prices outside <br />of the store. He commented they have tried to standardize their signs to give a <br />neater appearance. <br /> <br />Recorrrnendation <br /> <br />Hatson moved, Berry seconded to recomnend approval of Fine Associates request for <br />preliminary plat and special use permit for site plan approval and off-sale liquor <br />store at 2730 Snelling Avenue Frontage Road East, with the following conditions: <br />
