<br />Page 3 <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated the City previously approved Metropolitan <br />Recovery Corporation's request to establish a new zoning district, I-2a, <br />relating to industrial wastes. Metropolitan Recovery is now applying <br />for a rezoning from 1-2 to I-2a, special use permit for the waste <br />treatment facility and platting of the property located at 2430 Rose <br />Place. <br /> <br />Mr. Honchell reviewed the engineering aspects of the application and <br />indicated the following: <br /> <br />1) That the drainage and grading plans be approved by staff. <br /> <br />2) That the newly created Lot No.2 will not have access to sanitary <br />sewer. The City Code requires the applicant to deposit 1 and 1/2 <br />times the estimated cost of this work, complete the extension <br />himself, or petition the City to construct it and assess it as a <br />public improvement. <br /> <br />3) That the entrance driveway width on Rose Place exceeds City Code. <br /> <br />4) That a ten-foot utility easement should be provided along the east <br />property line of newly created Lot 2. <br /> <br />5) It is suggested, but not required, the applicant loop their water <br />system with the system on Old Dutch's property to the south. <br /> <br />Mr. Dick Nowlin, attorney representing Metropolitan Recovery, indicated <br />the facility would be operated by CECOS International. CECOS operates <br />various other industrial waste plants in other parts of the United <br />States. Metro Recovery feels CECOS has the necessary experience to <br />operate a well-run facility. The facility will process and treat waste <br />water from primarily electroplating businesses. <br /> <br />Mr. Nowlin indicated the wastes are classified as hazardous, but are not <br />particularly dangerous. He stated it is expected the permit request for <br />the facility will go to the Minnesota Pollution Control Agency in late <br />spring or early summer. The PCA will need at least six months to review <br />the permit request. <br /> <br />Mr. Nowlin indicated they would be willing to extend the sanitary sewer <br />and provide a drainage easement on the east property line as requested <br />by Mr. Honchell. He said they would also be willing to work with Old <br />Dutch on looping the water main. <br /> <br />Discussion <br /> <br />Mr. Dahlgren suggested the Commission consider a condition that the <br />development and operation of the facility shall be in accordance with <br />the application, drawings and data as submitted by the applicant. <br />
