Page 4

Mr. Moeller indicated the staff report mentioned the possibility of a
revision to the site plan, and asked if any changes were being proposed.

Mr. Nowlin responded they were not requesting any change in the site
plan at this time.

Mr. Nowlin indicated Metro Recovery would carry Environmental Impairment
Insurance in an amount of $5,000,000. He stated there would be no
outside storage of drums or any other items.

Mr. Matson stated the Fire Marshal report indicates the water supply to
the site is minimal.

Mr. Honchell indicated there is sufficient water supply to meet the
requirements. However, the looping of the water mains was suggested to
improve the supply and pressure. The City would not have the authority
to require this.

Mr. Matson indicated he felt the water supply was an important matter
and should be carefully reviewed.

Mr. Wiski asked what would happen if the water supply would shut down
during the processing of the waste.

Gary Dodge, representing Metropolitan Recovery, indicated there would be
no safety or other problems if the water supply were lost.

Mr. Nowlin indicated approximately six tanker trucks would be arriving
at the facility each day. There will be sufficient room for trucks to
be on the facility property while waiting to be admitted. They would
not be parking on Rose Place. Metro Recovery has an option to buy the
entire 8 acres from Burlington Northern. There is no planned use for
the easterly lot.

Jerry Hendrickson, 1790 Centennial Drive, asked if organic wastes would
be brought to the facility.

Mr. Nowlin indicated there would be organic waste, basically solvents.
There would be no processing of the organics, only storage and shipment.

Mr. John Knappe, representing Boise-Cascade Corporation, indicated they
have continuing concerns. He stated he was not opposing or supporting
the application. Boise-Cascade has retained a consulting engineer to
review the impact on their firm, and will be meeting with Metro Recovery
representatives prior to the City Council public hearing.

Mrs. Berry indicated that it was more hazardous to permit industrial
wastes to get into our water supply unprocessed as they currently do,
than to treat them at a facility as proposed. She expressed
satisfaction at seeing this proposal moving forward.

Mr. Matson indicated he was a hard-sell in the beginning on this
development, but that he is convinced the project will not be a problem.
He expressed his thanks to the applicant for their cooperation in
responding to his questions.
