<br />Page 3 <br /> <br />Mrs. Dressler indicated she preferred that the existing gravel <br />parking lot be finished with an asphalt surface before another lot <br />is constructed, but would agree with Mrs. Johnson's suggestion to <br />construct a new lot meeting the requirements. <br /> <br />Mr. Olson asked about various City parking lots that are not curbed <br />in the parks, as well as the lot at Fire Station Number 3. <br /> <br />Recommendation <br /> <br />Johnson moved, Berry seconded that King of Kings Lutheran Church <br />application for variance to curbing requirement at 2330 North Dale <br />be denied. <br /> <br />Roll Call, Ayes: Berry, Dressler, Johnson, DeBenedet and Moeller. <br /> <br />Nays: None. <br /> <br />Planning File 1586 - Yorkton Limited, Inc. application for <br />rezoning from R-l to R-3, special use <br />permit for Planned Unit Development and <br />Daycare Center, variance to parking and <br />density requirements, preliminary plat <br />and amendment to the Comprehensive Plan <br />at 2350 Lexington Avenue. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated the applicant proposes to construct two 78 <br />unit apartment buildings for seniors, a Daycare Center on the <br />southeast corner of Grandview and Lexington, and a future office <br />building where the two existing single-family homes are located <br />at Lexington and Highway 36. The property is shown on the <br />Comprehensive Plan for high-density residential development. The <br />property is currently zoned R-3, except for the northerly 110 <br />feet and the two lots occupied by single-family homes which are <br />zoned R-l. The rezoning application is from R-l to R-3 of the <br />northerly 110 feet. The special use permits are for a Planned <br />Unit Development of the entire site, and for the Daycare Center. <br />The amendment to the Comprehensive Plan is for the proposed <br />office building where the two existing single-family homes are <br />located. <br /> <br />Mr. Larry Lee, president of Yorkton Limited, indicated the proposed <br />apartment buildings would be for upper-income residents. Mr. Lee <br />indicated the site plan provides for no driveways from the <br />development onto Grandview Avenue, and also keeps all parking lots <br />away from Grandview Avenue. <br /> <br />Discussion <br /> <br />Mr. Drown stated the subdivision ordinance requires adjacent streets <br />to a proposed plat to be brought up to standard. This would require <br />Grandview Avenue to be improved. Mr. Lee indicated he would be <br />willing to improve the street when the project is constructed. <br />
