<br />Page 4 <br /> <br />Mrs. Dressler indicated it was her understanding that it has been <br />the City's policy to avoid more commercial development on Lexington <br />Avenue. <br /> <br />Mr. Dahlgren indicated that was true. <br />particular instance, it seemed like a <br />something other than single-family at <br />Highway 36 interchange. <br /> <br />However, in this <br />reasonable idea for <br />the Lexington Avenue and <br /> <br />Mr. Moeller indicated he was concerned about the possible noise from <br />rooftop or ground air conditioning units. Mr. Lee commented they <br />would probably have individual mechanical systems for each apartment <br />unit. He did not think there would be any rooftop units, although <br />he could not say for sure at this time. <br /> <br />Mr. Lee indicated that all proposed buildings would have rubbish <br />storage in the buildings. <br /> <br />Mr. Lee will lease the apartments to Designs for Living Unlimited, a <br />firm from Devils Lake, North Dakota. Alan Metzger, vice president <br />of Designs for Living Unlimited, stated their basic concept was <br />congregate living. The apartments will provide for independent <br />living with a variety of different levels of services available <br />on request. Some services will be included in the basic rent, <br />and others will be an additional charge. He commented the market <br />for this type of housing is growing rapidly. <br /> <br />Mr. Moeller asked if a parking variance were approved for the <br />seniors housing from two to one and one half spaces per unit, <br />could the apartment later be used for other than seniors. Mr. <br />Dahlgren indicated that it could happen, and that there was some <br />risk. However, there is a strong market for the senior housing. <br /> <br />Mr. Lee indicated the Daycare Center would be operated by <br />KinderCare. <br /> <br />Mr. Jack Gable, 1038 County Road B-2, asked how high the apartment <br />buildings would be. Mr. Lee responded they would be about 36 feet <br />above ground level. <br /> <br />Mr. Gable asked if there would be food preparation on the site. Mr. <br />Metzger responded there would be no food prepared on site, and all <br />food would be brought in. <br /> <br />Mr. Gable inquired why the development has to be on such a grand <br />scale, that it is necessary to take away the R-1 zoning on <br />Grandview. Mr. Lee indicated the proposed apartments are a minimum <br />of 70 feet south of Grandview. He stated that if the apartments <br />were built a little further south, there would be room for a row <br />of single-family homes on the south side of Grandview. He <br />understood the neighbors preferred that not happen. <br /> <br />Mr. Lee stated the entire property north to Grandview is shown on <br />the Comprehensive Plan as R-3 for high-density residential <br />development. <br />
