<br />Page 5 <br /> <br />Beverly Kreschel, 1085 Grandview, asked about the problems with <br />drainage on Grandview. Mr. Drown acknowledged the problems exist, <br />and that it is a concern of the City. He stated the drainage would <br />be corrected as part of the improvement of Grandview and the <br />construction of this development. <br /> <br />Mrs. Kreschel inquired as to how the assessments for the improvement <br />of Grandview would be paid. Mr. Drown indicated that the developer <br />would pay 100% of his portion of the costs, and the homeowners on <br />the north side of Grandview would pay 25%. <br /> <br />Mr. Len Voland, trustee of the Assembly of God Church who will be <br />sharing 33 spaces with the proposed development, asked if they <br />would be able to use the spaces as part of their parking <br />requirements when they expand their church. Mr. Dahlgren <br />indicated they would be able to, and that there are a number of <br />churches having shared parking with other types of businesses. <br /> <br />Mr. Roger Mark, 1039 Grandview, indicated it was difficult to get on <br />Lexington Avenue from Grandview now. He suggested that instead of <br />going directly to Lexington, residents of the proposed apartments <br />would go east to Chatsworth north to County Road B-2, and west to <br />the stoplight on Lexington, where it would be easier to get on <br />Lexington Avenue. <br /> <br />Clarice Azmus, 1065 Grandview, asked if Grandview Street would be <br />moved further south. Mr. Drown responded that if Grandview is <br />improved, the street would be moved to the center of the right-of- <br />way, unless there was good reason for not doing so. <br /> <br />Mrs. Kreschel asked what 25% of the cost of the street improvement <br />would be. Mr. Drown responded that he could not provide a definite <br />cost, but in the last two years, it has been approximately $8.00 to <br />$12.00 per front foot of property. <br /> <br />Recommendation <br /> <br />Dressler moved, DeBenedet seconded that Yorkton Limited. Inc. <br />application for rezoning from R-1 to R-3, special use permit for <br />Planned Unit Development and Daycare Center, variance to parking and <br />density requirements, preliminary plat and amendment to the <br />Comprehensive Plan at 2350 Lexington Avenue be approved, with the <br />following conditions: <br /> <br />1) That the R-3 rezoning will become effective at the time of <br />construction of the north apartment building. <br /> <br />2) That the final engineering and landscaping plans be approved by <br />staff. <br /> <br />3) That all parking lot and access drives be curbed. <br /> <br />4) That the development be constructed as shown on plans dated <br />April 1, 1985. <br />
