<br />Page 5 <br />Planning Commission Meeting <br />June 5, 1985 <br /> <br />Planning File ~ - Northwestern District of the Christian and Missionary <br />and Alliance Church rezoning from R1 to B1 and variance <br />to parking, at the northwest corner of Garden Avenue and <br />Lexington Avenue. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated that the council had recently amended the city's <br />comprehensive plan for this property, and that the proposed rezoning from R1 to <br />B1 was consistent with that plan. The B1 district allows for office buildings. <br />Mr. Dahlgren noted that the applicant <br />propose construction involving two variances; the first reducing the number of <br />parking spaces from the required 26 to the proposed 17, and the second <br />involving setback of a proposed ground sign to six feet from the new Lexington <br />Avenue right-of-way line versus the 30 foot ordinance requirement. Mr. Dahlgren <br />noted that the proposed structure incorporated a hip roof and was residential <br />in character. <br /> <br />Mr. Melvin Paul, president, noted that they had adjusted their site plan to <br />provide the greater building setback on the north, and move the storage room <br />of the building further to the south along the west wall in an effort to <br />increase the setback from the neighboring residential properties. He indicated <br />he had met with the three adjacent owners each of which desired a different <br />type of screening. The property to the west requested Colorado Blue Spruce be <br />used for screening, the property to the northwest requested a cedar board fence, <br />and the property to the north simply wanted the area landscaped between their <br />property line and the building. <br /> <br />Discussion <br /> <br />Mr. Matson asked what was the specific setback proposed for the ground sign. <br />No dimension was noted on the plans. Mr. Dahlgren stated that the sign scaled <br />six feet from the new property line on Lexington Avenue. <br /> <br />Mr. Wiski asked for the reason the sign variance was requested, and <br />specifically what the sign would look like. Mr. Paul indicated that the sign <br />was directed toward Lexington Avenue traffic. Mr. Sessing (architect for the <br />developer?) indicated the sign would be a masonry sign possibly illuminated by <br />ground lights. It would not be internally lit. <br /> <br />Ms. Dressler questioned why the sign faced Lexington. She stated traffic <br />typically sees the sign best if it is oriented perpendicular to the flow of <br />traffic. Mr. Paul indicated that if the commission preferred an alternate <br />location or orientation, they would agree to it. <br /> <br />Ms. Dressler asked what the sign would specifically say. Mr. Paul indicated <br />"Northwest District of the Christian and Missionary Alliance". <br />
