<br />Roseville Planning Commission Minutes <br />October 2, 1985 <br /> <br />Page 2 <br /> <br />Planning File 1617 <br />Laurence Koalska request for preliminary plat and side yard <br />variance at 1844-1848 Merrill Street. <br /> <br />Presentation <br />Mr. Blais discussed the Koalska request, which basically requests <br />a plat of two meets and bounds properties. <br /> <br />Mr. Koalska is also requesting the formation of outlot A that <br />will deal with an encroachment problem with the adjacent property. <br />If approved, outlot A would place the garage within eight feet <br />of the property line as opposed to ten. Mr. Cyptar, representing <br />the applicant, explained that the proposal results from a plat <br />that originally ran East to West that will now include the meets <br />and bounds parcel in the East/West plat. <br /> <br />Discussion <br />DeBenedet asked who owned outlot A, and was the home separately <br />owned. Cyptar stated that the house was separately owned, and <br />outlot A is owned by Koalska. Wiski asked why the outlot simply <br />couldn't go ten feet back all the way, thus negating the need for <br />the variance. Cyptar pointed out that the outlot A pie shape <br />was studied by the engineers, and deemed to be the best solution <br />to the problem. <br /> <br />DeBenedet asked why not plat outlot A as part of the total <br />request. Matson stated that to him it appears the pie shape <br />makes more sense rather than a major jog to avoid the variance <br />request. <br /> <br />Recommendation <br />Matson moved, seconded by Johnson, approval of the preliminary <br />plat and the variance as per plan of record. <br /> <br />Roll Call, Ayes: Matson, Johnson, Mueller, Berry, DeBenedet, <br />Dressler, and Wiski. <br />Nays: None. <br /> <br />Planning File 1618 <br />Rosepointe Development's request for two variances to construct <br />senior Citizen Housing at 2545 Hamline Avenue North. <br /> <br />Presentation <br />Mr. Blais discussed the site, and pointed out that the parcel was <br />previously approved a number of years ago for multi-family <br />dwellings. He also pointed out that the developers are purchasing <br />the Forum Apartments, and will remodel that complex as part of their <br />proposal. <br />
