<br />Planning Commission Minutes <br />December 4, 1985 <br /> <br />Page 3 <br /> <br />Discussion <br />Matson asked what the difference was with respect to the terminology <br />between garden office and office service. Wier replied that the <br />terms are virtually the same, and are often used interchangeably. <br /> <br />Johnson asked what type of businesses would go into the proposed <br />offices. Wier replied that some were high tech., and also with <br />respect to the one story, individuals that were interested in high <br />quality office, but did not want to pay the expense of high rise, <br />would consider the garden office space. <br /> <br />DeBenedet asked what the traffic impact on Cleveland would be like. <br />Jim Benshoot, the traffic consultant, stated that the current <br />vehicle trips are roughly 4,000 per day south of County Road D, <br />and 5,000 south of County Road C-2. New projections would envision <br />8,500 south of County Road D, and 10,100 south of County Road C-2. <br />The width in the area is adequate to serve the volumes, but <br />restriping north of C-2 and D is recommended. The use of a three <br />lane concept (similar to Lexington) or basic four lane stripe is <br />recommended. Also the County plans to upgrade the D intersection <br />and install traffic signals in 1986 or 1987. <br /> <br />Wiski asked for a more detailed discussion of the northern <br />accesses. Benshoot proceeded to discuss the traffic flow relating <br />to all of the respective driveways. <br /> <br />Wiski asked about the residential homes and the traffic impact <br />north of Brenner. Benshoot replied there is very little delay <br />to date and that an increase will occur in the future regardless, <br />but it should not be an inordinate delay. <br /> <br />Wiski asked where the drive-in bank was located in the proposed <br />plan. Bassett replied that it would be right next to the eight <br />story structure. <br /> <br />Dressler asked about proposed signage and lighting. Wier replied <br />it hasn't been developed conceptually yet, but there would probably <br />be architecturally controlled directories at each entrance. In <br />addition, box down lighting systems would be utilized. <br /> <br />Berry asked about Woodbridge's perspective building timetable. <br />Wier replied that it would start in the Spring, and buildout <br />would be completed probably within six years. <br /> <br />Wiski asked how or what insures the fact that the project will be <br />finished as proposed. Wier pointed out his financial strength, <br />and also stated there was a development agreement in process <br />that the developer would have to sign. In addition, Wier made <br />reference to his past projects in Arden Hills and Minnetonka, and <br />the fact that his company focuses on the upper end of the market. <br />
