<br />Planning Commission Minutes <br />December 4, 1985 <br /> <br />Page 9 <br /> <br />Recommendation <br />DeBenedet moved, seconded by Matson, approval of the Special Use <br />Permit for a planned unit development and office/service <br />structure with the following conditions: <br /> <br />1. The development occur in accordance with the plans submitted <br />to the Planning Commission and Council dated November 20, 1985. <br /> <br />2. The staff review final engineering and landscape plans. <br /> <br />3. The tax increment district is approved by City Council. <br /> <br />4. The Development Agreement is signed between the City and the <br />developer. <br /> <br />5. The berm be extended one lot south of Brenner Street. <br /> <br />6. The non-motorized pathways be provided as per ordinance. <br /> <br />7. The alignment of said pathways be approved by staff. <br /> <br />8. The staff review final exterior materials. If major <br />disagreement or change occurs, this must come before the <br />Planning Commission and City Council for additional review. <br /> <br />Discussion <br />Demos stated that the developer has had a good track record, and <br />she was encouraging the developer to continue that track record <br />in the Roseville area. <br /> <br />Berry stated the advantages of applying for a P.U.D., and how that <br />protects the neighbors through the control that the City has with <br />such a proposal. <br /> <br />Wiski stated that the screening and drainage concern him, <br />particularly with respect to protecting the residents to the east. <br />Those concerns are inherent in the aforementioned conditions. <br /> <br />Roll Call, Ayes: Berry, Johnson, Dressler, Matson, Mueller, <br />DeBenedet, and Wiski. <br />Nays: None. <br /> <br />Approval of Tax Increment Program <br /> <br />Presentation <br />Mr. Dahlgren discussed the boundaries of the new project area, <br />and where the modified tax increment financing redevelopment <br />areas were located. <br /> <br />Waldron further explained the process that was used in <br />formulating the districts, and pointed out that he has worked <br />with both Holmes and Graven and Briggs and Morgan in properly <br />developing the revisions. <br />
