Roseville Planning Commission Minutes
March 5, 1986

Page 6

Wiski asked as to whether public streets should be considered in
that area at this point in time. Honchell replied that they
should not, in that it would not serve a significant public
benefit simply to benefit one lot.

Demos discussed the history of this area. At one time, the
Council was informed that a campus type development would occur
in this area; thus, the Council rezoned it in the way that it
currently exists.

Johnson asked for a description of the building type. Roberts
said that it would be a painted block that would include more
landscaping.

Johnson replied that she doesn't care for painted block, and
doesn't consider that much of an improvement in the area.

Demos asked if the buildings would be similar to the buildings on
Fairview. Roberts replied yes, they would.

Johnson asked Mr. Roberts what type of tenants would be in the
building. Roberts replied that he was looking at office/warehouse
leases.

Johnson asked about Keystone. Would that operation continue in
the area. Roberts replied that he would not particularly want
Keystone in one of his buildings.

DeBenedet asked how the north/south easement is connected to the
east/west easement. Honchell found that the easement goes 257
feet of the north boundary; thus it did properly connect.

Jim Mammen, 2966 Mildred Drive, asked what can be done to prevent
the paper and debris from the warehouses from blowing through the
park and adjacent neighborhood. Roberts replied that a clean-up
crew picks up the papers every Spring, and a full-time maintenance
crew is available to address these concerns.

Wiski asked whether a fence could be required. Dahlgren replied
that the site plan must be reviewed by the staff after plat
approval. If said plat is not compatible, the plan can be
rejected. Dahlgren stated that a fence could be constructed if
it addresses the problem. However, he pointed out a fence could
have a negative impact on the aesthetics.

Wiski stated that the site plan should deal with refuse, land-
scaping, etc.
