<br />Roseville Planning Commission Minutes <br />April 9, 1986 <br /> <br />Page 6 <br /> <br />At this point in the meeting, a complaint was made by an individual <br />present to address the Rosepointe project. The Northwestern College <br />proposal was dragging out to the point where the Rosepointe people <br />would not be heard until after midnight. Mr. Wiski apologized <br />for the inconvenience, but stated that consideration on Rosepointe <br />would not be delayed until a future meeting. <br /> <br />Mr. Thorne asked that the Planning Commission carefully consider <br />approval of this P.U.D., that it occurs in a residential area, <br />and density and parking have to be a significant consideration. <br />Mr. Churchwood, who is also a landscape architect, took issue <br />with the proposed landscape plan. Herb Mischke, 3100 Ridgewood, <br />stated that the proposed dormitory should be moved back from the <br />residences, and Phillips reiterated the residents' concerns about <br />erosion by the lake. An unnamed resident stated her concern about <br />the noise and view of the mechanical equipment. <br /> <br />Recommendation <br />Ms. Johnson stated that she was very concerned about the people's <br />feelings and input into this project, and that it should be held <br />over for revision. Moeller agreed. He saw the Residence Hall <br />and the Life Fitness Center as possibly being too large for the <br />site. Maschka concurred, stating that additional consideration <br />is certainly warranted for this project, such as modification of <br />the tennis court, development timetables, and moving the buildings <br />further back from the residential area. Wiski stated the Planning <br />Commission should provide guidance with respect to what type of <br />modification would best work. <br /> <br />Dahlgren explained the process of tabling a project for future <br />consideration. Ms. Johnson also stated her concern that the <br />primary development is taking place in Roseville, and not in the <br />Arden Hills area. Demos replied that she agreed that an adjustment <br />is in order, but also pointed out that with respect to local <br />government aids, the dormitory provides an advantage to the City <br />in terms of population count. She stated this is fairly important <br />in light of the fact that the City is providing all the public <br />services to the site. <br /> <br />Wiski discussed his concerns regarding the project, and provided <br />his viewpoint relating to each major element of the proposed plan. <br /> <br />Ms. Johnson stated that she believed this would be a better <br />development if the President would consent to move the Residential <br />Hall back from the residences on the east. <br /> <br />Maschka stated that he would prefer this be considered at the <br />next Planning Commission meeting, in light of the modifications <br />that the Planning Commission is encouraging. <br />
