<br />Roseville Planning commission Minutes <br />May 7, 1986 <br /> <br />Page 11 <br /> <br />The Pink Associates architect discussed the site plan, and stated <br />the developer's willingness to work with the neighbors. Moeller <br />asked what the actual parking requirements were for each site. <br />Dahlgren replied that the site has to be viewed on the whole as <br />it relates to the three developments, and it does meet the <br />minimums. Banet pointed out that most of the new parking was <br />being created in Site A. DeBenedet asked whether the handicap <br />requirements were going to be met with respect to parking. Banet <br />said they will meet or exceed those requirements. <br /> <br />DeBenedet asked about snow removal. Will it actually be removed <br />from the site? Banet replied yes it would, particulary in light <br />of the fact that it negatively impacts the customers and, thus <br />the relationship with their tennants. <br /> <br />Goedeke stated his concerns about the parking in the area, and <br />also his concerns about the zero lot line recommendations. Banet <br />pointed out that the North Star Bank is currently parking in <br />their lot and once the Bank's construction is done, that parking <br />development agreement will be canceled. Banet also pointed out <br />that parking is currently up against the street at this point in <br />time; however with the modifications, it will actually be set back <br />further from where it is today. Dahlgren reiterated again that <br />the variance is needed simply because the right-of-way is required, <br />and the applicants have been more than cooperative in working with <br />the City, and dedicating the required right-of-way. <br /> <br />Wiski asked what the building was going to be like in the rear <br />part. Banet replied it will be brick, and they will work with <br />the neighbors in terms of landscaping. <br /> <br />Moeller asked for a diagraming of the median cuts, which Banet <br />proceeded to do. Dahlgren also discussed the forthcoming <br />petition, that the developers will be requesting new curb on <br />Lexington. Wiski noted the letter of opposition from a resident, <br />that was to be made a formal part of the record. <br /> <br />Scott Erhart, 1792 Lindy Avenue, asked what the codes were with <br />respect to parking. Wiski replied they were five per 1,000 <br />square feet. Erhart asked about traffic and marketing studies. <br />Janisch stated that the county would have to be asked to analyze <br />the traffic problems. <br /> <br />Mr. Paster, the developer, stated that their current shopping <br />centers are essentially one hundred percent leased, but there is <br />substantial demand for smaller shops which their new facility <br />will meet. <br /> <br />Dr. John Kennedy stated that the Plaza has not maintained proper <br />cleanup, and there should be a means that this trash does not <br />continually end up at this clinic. He also has a serious ques- <br />tion about parking in the area, and that it seems often times it <br />ends up in his lot. <br />
