<br />Roseville Planning Commission Minutes <br />July 2, 1986 <br /> <br />Page 2 <br /> <br />Planning File 1675 <br />Lincoln Companies request for preliminary plat, amendment to <br />Comprehensive Plan, Special Use Permit, and rezoning from I-I to <br />B-4 at 1665 County Road C. <br /> <br />The Lincoln Companies is still "locking in" its <br />tenants, which will result in modifications of the <br />plan. Thus, Lincoln is requesting a continuation <br />August meeting. <br /> <br />respective <br />final site <br />until the <br /> <br />Johnson moved, Berry seconded, that the Lincoln Companies request <br />for preliminary plat, amendment to Comprehensive Plan, Special <br />Use Permit, and rezoning from I-I to B-4 at 1665 County Road C be <br />continued until the August Planning Commission meeting. <br /> <br />Roll Call, Ayes: <br />Nays: <br /> <br />Berry, Moeller, Maschka, Johnson, and Wiski. <br />None. <br /> <br />Planning File 1676 <br />Costco Wholesale, Inc. <br />Plan, Special Use Permit, <br />County Road C. <br /> <br />request for amendment to Comprehensive <br />and rezoning from I-2 to B-4 at 1947 w. <br /> <br />Discussion <br />Mr. Dahlgren discussed the location of the proposed facility, <br />which is the current Indianhead Truck Terminal site. Mr. <br />Dahlgren also proceeded to explain Costco's marketing concept, <br />the fact that Costco is very interested in coming into the City <br />and, therefore, will be paying for the majority of improvements <br />on its own. Dahlgren pointed out that an amendment to the <br />Comprehensive Plan is required for this development, and that the <br />required right-of-way on County Road C will be provided by <br />Costco. <br /> <br />Mark Koegler, representing the consultant that prepared an <br />analysis of the Costco site for the City, discussed the <br />preliminary report that was prepared for City staff. Koegler <br />pointed out it appeared that Costco, although it may not be the <br />best use, would be a workable use on the site. <br /> <br />Mr. Koegler also pointed out his concerns in just studying one <br />parcel and making a recommendation, as compared to studying the <br />whole area in a comprehensive approach. <br /> <br />John Hartigan, from Costco, elaborated on the Costco wholesaling <br />concept, and how said clubs are oriented toward small businesses <br />and government, not to the general public on the whole. He also <br />stated that they are very interested in coming to Roseville, <br />particularly in light of the fact that the household income meets <br />their marketing guidelines. <br /> <br />Ken Adolph, from Shell and Matson, discussed the drainage which <br />is basically divided into three areas, where a detention basin <br />would be used on the north for drainage purposes. Mr. Adolph <br />stated he thought this was an improvement over existing drainage. <br />
