Roseville Planning Commission Minutes
July 2, 1986

Page 3

Moeller asked how the holding pond impacted parking.
replied it would eliminate one row of parking.

Hartigan

Berry asked if the plan includes construction of a storm sewer.
Janisch replied that the portion shown on the map would include a
storm sewer. He also discussed a problem in that water from the
street would drain on private property. Thus, the tentative
proposal presented by Costco is not acceptable.

Moeller asked where the catch basins were, and whether two were
actually enough to properly drain the site. Janisch stated that,
in his view, this drainage plan is conceptual and will require
significant refinement.

Maschka asked as to whether most of the stores in the west.
Hartigan replied yes, and there were also five in Florida.
Maschka asked how, on such a thin margin, could Costco make the
development work with the warehouses primarily on the West Coast?
Hartigan replied that Costco is moving very quickly into the
Midwest, and needs to open four stores in a one year time period.
He also pointed out that each facility is its own warehouse.

Maschka asked who is Costco's major competitor? Hartigan replied
the Price Club, Sam's, and Price Savers.

Maschka asked whether Costco had looked at other sites in
Roseville. Hartigan replied that they had, but the one they are
currently reviewing is the most workable.

Wiski asked if the City had the appropriate right-of-ways in the
area. Dahlgren replied that some existed, but Hyman initially
did not provide the City all that it was required to provide.

Wiski asked for some more details on the consultant's
Koegler proceeded to go into more detail regarding
consultant's final plan that will be prepared for the
Koegler proceeded to outline the basic elements of the plan
would probably be completed in forty-five days.

plan.
the
City.
that

Johnson asked who the City is really trying to attract in the
area around the Costco site, and what Costco would expect in that
area.

Hartigan replied that other similar retailers would like to
locate next to Costco such as Menard's.

Johnson stated that she didn't understand why individuals
shopping for lumber at Menard's would necessarily flow to Costco
and vice versa.

Hartigan replied that Costco is a drawing card to bring traffic
in from a wide area.

Demos pointed out that GEM originally was a failure, operating
under a similar concept, why wouldn't the same happen to Costco?
