<br />Roseville Planning Commission Minutes <br />July 2, 1986 <br /> <br />Page 4 <br /> <br />Hartigan replied that GEM did not appeal to businesses <br />which Costco certainly plans to do. Costco plans to <br />businesses within ten miles of the site. <br /> <br />first, <br />canvass <br /> <br />Demos stated that she could understand an individual going to <br />Rosedale to look for a product and subsequently visit Pavilion <br />Place or Loehmann's, but could not really see how an individual <br />would end up going to Costco. <br /> <br />Hartigan replied that the biggest crowds at Costco are the group <br />members. <br /> <br />Wiski asked whether Costco views itself as the type of develop- <br />ment that creates spinoffs. Hartigan replied yes, they certainly <br />did. <br /> <br />Johnson asked how many truck deliveries would be occurring per <br />day at the site. Hartigan replied that the traffic is limited to <br />twenty and thirty rigs, five days per week, between 6:00 a.m. and <br />10:00 a.m. <br /> <br />Berry asked whether Costco changes tires. Hartigan replied yes, <br />there is an indoor tire changing facility. <br /> <br />Berry asked what specifically did Costco market. Hartigan <br />replied it is primarily large food stocks with an institutional <br />orientation. It also includes office supplies. <br /> <br />Wiski proceeded to go through the checklist with respect to Mr. <br />Dahlgren's report, asking whether the required right-of-way <br />dedication would be made, whether the sidewalks would be <br />constructed, whether the drainage could be worked out, and <br />whether the Prior and Mount Ridge Roads would be constructed. <br />Costco replied affirmative to all of the items. <br /> <br />Hartigan also discussed their development schedule which would <br />include a September start, with a March opening date. <br /> <br />Maschka asked if Costco has ever had to close a store. <br />replied no, this has never happened. <br /> <br />Hartigan <br /> <br />Moeller asked for more detail on the building, particularly with <br />respect to signs and color. Hartigan replied there are no pylon <br />signs; the signage is primarily on the building. He pointed out <br />that the brick is reddish in color, and that all roof top units <br />would be screened by a parapet. <br /> <br />Waldron explained that the City had a number of concerns <br />regarding the intensity of the development in this particular <br />area, and asked Mr. Hartigan to respond to a discrepancy in the <br />number of jobs and the respective pay as depicted on two <br />conflicting reports. Hartigan replied that the average salary is <br />in the range of $7.00 to $8.00 per job; thus the $1.5 million <br />amount is the correct figure. <br />
