<br />Roseville Planning Commission Minutes <br />July 2, 1986 <br /> <br />Page 5 <br /> <br />Waldron also asked what the impact would be of a similar type <br />store locating within six blocks of Costco, as to whether the <br />market is strong enough that both of them would survive. Harti- <br />gan replied that number one, he is confident that Costco would <br />surely survive and, in his opinion, the market may be strong <br />enough to allow both operations. <br /> <br />Dahlgren replied that he is confident that by having two such <br />wholesale warehouses in the area , it would result in substantial <br />spinoff business development. <br /> <br />James Mammen, from <br />questions. Are there roof top air <br />aesthetics of the building? <br /> <br />Hartigan replied the hours of operation are 12:00 a.m. to 8:00 <br />p.m. on the weekdays and 12:00 a.m. to 6:00 p.m. on weekends. <br />The lighting plan would be focused downward, there will be no <br />outside announcements, there will be roof top air conditioning, <br />but they will be covered by the three foot parapet and in terms <br />of the aesthetics of the building, it will be well landscaped, <br />and the City is forcing Costco to construct a complete brick <br />structure. <br /> <br />Mr. Mammen also asked about the drainage in the area, and should <br />it actually be going to the pond. <br /> <br />Janisch pointed out that in the area today, all of the drainage <br />currently goes to the pond; thus, nothing would be significantly <br />changed. <br /> <br />Wiski stated that the approach on this particular project should <br />be divided by the three items, and the Comprehensive Plan should <br />be dealt with first. <br /> <br />Mayor Demos asked why all three were being considered tonight. <br />Wiski stated that it is more appropriate to fold them together as <br />the Met Council is now very amenable to this type of process. <br /> <br />Johnson stated if we are waiting for a final study from the <br />consultants, it may be more useful to table this particular item. <br /> <br />Maschka stated that the Commission should wait for <br />Financial Systems analysis to be completed also, <br />particularly worried about the precedent that this <br />would set. <br /> <br />the Public <br />and he is <br />development <br /> <br />Berry also agreed, stating that she would prefer to see what the <br />final study of the consultants suggest. <br /> <br />Dahlgren reiterated his concern that this is a good use, and that <br />office development would not happen in this area. <br />
