<br />Roseville Planning Commission Minutes <br />July 2, 1986 <br /> <br />Page 6 <br /> <br />Johnson stated that she remembered at one time Zayre was being <br />considered, the City waited, and ended up with ComTen on the <br />site. <br /> <br />Demos stated that she thought the B-l-b District was more <br />restrictive, and stated her concern it appeared that a warehouse <br />was being placed in a B-4, which essentially does not allow pure <br />warehouses. <br /> <br />Wiski stated he was not comfortable with just <br />business in the Comprehensive Plan, and that <br />approached in a comprehensive nature. <br /> <br />modifying one <br />it should be <br /> <br />Dahlgren stated that B-4 allows retail which, in his opinion, is <br />what this development is, not a warehouse. <br /> <br />Maschka stated his concern that if Costco failed financially, <br />we would simply have a brick warehouse sitting on the site. <br /> <br />Dahlgren stated he viewed this very similar to the Target <br />development in Edina, that turned out to be an excellent <br />development for the city. He also stated that this particular <br />development should be in Roseville, and not in another city. <br /> <br />Johnson stated that before Mr. <br />offices in this general area, <br />modified? <br /> <br />Dahlgren preferred to wait <br />and why has this opinion <br /> <br />for <br />been <br /> <br />Dahlgren replied that the office development is over built, and <br />offices will not be built in that area today. <br /> <br />Wiski reiterated that he thought it would be more appropriate to <br />wait for the complete study. Koegler replied it could probably <br />be completed within thirty to forty-five days. <br /> <br />Johnson moved, Maschka seconded, that the Costco Wholesale, Inc. <br />request for amendment to the Comprehensive Plan be continued <br />until the Public Financial System's study is complete. <br /> <br />Discussion <br />Moeller stated he didn't see any reason to wait, and that the <br />consultant's study leans toward supporting this project now. He <br />did not think the final report would be significantly different. <br /> <br />Johnson pointed out that it appears there is some concern in the <br />report as to whether this actually is the "best" development for <br />the site. <br /> <br />Moeller replied in his opinion, offices would not be developed in <br />that area, and this may be the most appropriate use at this point <br />in time. <br /> <br />Demos replied if the Comprehensive Plan is going to be modified, <br />it should be modified in a more comprehensive nature as opposed <br />to just a piecemeal type development. <br />
